Statewide Programs and/or Services offer comprehensive educational services for students who are deaf, hard of hearing, or deafblind from birth to 22 years of age. Statewide Programs/Services for Children who are Deaf, Hard of Hearing or DeafBlind seeks to ensure that all deaf, hard of hearing, and deafblind students throughout the state of Delaware have unimpeded language and communication access to the curriculum and the educational environment, develop their self-advocacy abilities, and become active participants in their schools and communities. This is achieved through the provision of technical assistance, education and child/family centered programs and services in collaboration with local school districts, families, and allied professionals
Qualifications:
Master's Degree in Deaf Education or related field Must hold or be eligible for Delaware School Principal/Assistant Principal Certificate Must hold a Teacher of Students Who Are Deaf or Hard of Hearing certificate or a related teaching certification Administrative experience preferred; minimum five years of teaching experience Knowledge of current research and best practices in the development and education of children who are deaf and hard of hearing, including the continuum of educational services Knowledge of the language and communication needs of deaf children, including critical factors in the educational placement and provision of programming and services Fluency in American Sign Language preferred Willingness to travel

PERFORMANCE RESPONSIBILITIES
Provide instructional leadership for the Statewide Programs for the Deaf and Hard of Hearing, including audiology, family education, the Early Learning Program, outreach services, and other statewide initiatives. Coordinate and provide coaching, consultation, and technical assistance to local education agencies, charter schools, and Statewide Programs staff regarding evidence-based instructional practices and educational programming for children who are deaf, hard of hearing, and deafblind. Develop, implement, and communicate statewide supports that promote high-quality educational programming and compliance with best practices for students' Individualized Education Programs (IEPs). Plan, coordinate, and facilitate professional learning opportunities for Statewide Programs staff and Delaware educators, service providers, and stakeholders serving children who are deaf, hard of hearing, and deafblind. Coordinate the planning and implementation of statewide educational, leadership, and enrichment events for students who are deaf and hard of hearing. Coordinate statewide referrals for services from birth through age 22, including collaboration with Birth to Three, school districts, charter schools, families, and community partners. Provide administrative oversight and program leadership for the Early Learning Program serving children ages 18 months through 5 years, ensuring high-quality programming and regulatory compliance. Foster collaborative partnerships and maintain effective communication with local education agencies, state agencies, families, community organizations, and internal staff to ensure coordinated, equitable, and effective services for children who are deaf, hard of hearing, and deafblind. Collaborate with multidisciplinary teams to support educational planning, transition services, and the implementation of statewide initiatives that improve outcomes for children who are deaf, hard of hearing, and deafblind. Monitor program effectiveness, analyze data, and support continuous improvement efforts to ensure high-quality statewide services and student outcomes. Evaluate assigned staff members using the
DPAS/DTGSS
