- 40% per week Position Summary Love Made Visible (LMV) is seeking a compassionate, experienced, organized, and mission driven Program Director to oversee the recruitment, licensing, support, placement, and retention of foster families serving children in foster care.
The Program Director is responsible for maintaining the quality, safety, compliance, and effectiveness of the Foster Homes program. This position provides leadership and support throughout the foster-family journey, including recruitment, education, licensing, training, placement, ongoing home visits, crisis response, resource coordination, and foster-family retention. The Program Director will build and maintain strong relationships with foster parents, prospective foster parents, all children in the care of LMV, child-welfare professionals, community partners, churches, and other stakeholders. The successful candidate must demonstrate strong child-welfare knowledge, excellent communication and organizational skills, sound professional judgment, the ability to manage multiple priorities, and the ability to respond effectively to both routine program needs and crisis situations. Essential Responsibilities Foster Parent Recruitment & Retention Recruit foster families who meet or exceed Love Made Visible quality standards and are willing and prepared to serve children in foster care. Develop and maintain meaningful relationships with prospective foster parents from initial inquiry through licensing, each placement, and beyond. Represent Love Made Visible at church events, community events, recruitment booths, speaking engagements, conferences, and other outreach opportunities. Educate prospective foster parents regarding the unique needs, challenges, and rewards associated with caring for children in foster care. Develop relationships with churches, community organizations, professionals, businesses, and other partners to strengthen foster-parent recruitment. Maintain an active recruitment pipeline and work toward established program caseload and foster-home goals. Support foster-family retention by identifying family strengths, needs, barriers, concerns, and opportunities for additional support. Help foster parents access emotional support, respite resources, educational opportunities, professional services, and community resources. Promote a strong sense of community, connection, encouragement, and support among Love Made Visible foster families. Develop strategies to strengthen foster-family engagement and reduce unnecessary fosterhome turnover. Licensing Ensure foster homes meet Love Made Visible program standards and applicable CBC/DCF requirements. Conduct and/or coordinate required foster-home assessments and visits. Monitor licensing expiration dates, background screenings, training requirements, and other compliance activities. Ensure agency, foster-home, and employment files are complete, organized, and prepared for applicable reviews and monitoring. Identify licensing concerns and work with appropriate professionals to address and resolve issues. Ensure licensing and relicensing activities are completed within established regulatory and organizational timeframes. Maintain current knowledge of applicable Florida statutes, administrative rules, child-welfare regulations, CBC requirements, DCF expectations, and Love Made Visible policies. Foster Parent Training & Development Ensure foster families are connected with all required and appropriate training opportunities. Maintain accurate training and continuing-education records. Provide or coordinate educational opportunities addressing topics relevant to children in foster care, including trauma, adolescent development, behavior, communication, attachment, independent living, and placement stability. Participate in agency in-service training, professional seminars, workshops, conferences, and other continuing-education opportunities. Provide ongoing support and guidance to Love Made Visible foster families. Maintain regular communication with foster parents and respond to questions, concerns, and requests for assistance in a timely manner. Conduct foster-home visits at least quarterly and as needed to ensure foster-care quality standards are maintained. Identify foster-family strengths, challenges, support needs, and potential placement concerns. Help foster parents navigate challenges associated with caring for children who have experienced trauma, loss, instability, or other adverse experiences. Connect foster families with appropriate resources, including respite care, counseling, behavioral-health services, educational support, medical resources, and community-based services. Promote healthy family dynamics, conflict resolution, problem solving, effective communication, and positive relationships. Participate in efforts to stabilize foster placements and prevent unnecessary placement disruptions. Advocate for appropriate support for foster parents and the children in their care. Placement & Discharge Coordination Coordinate placements and discharges for foster-care clients. Assess foster-home capacity, strengths, and suitability when considering potential placements. Coordinate with case managers, child-welfare professionals, foster parents, and other appropriate parties regarding referrals, placements, transitions, and discharges. Ensure foster families receive appropriate information and support during placement transitions. Work toward maintaining a minimum 80% utilization of available placement beds, while ensuring placements are appropriate and consistent with the safety, needs, and best interests of the child and foster family. Monitor placement stability and respond promptly to emerging concerns. Participate in placement-support meetings and make recommendations regarding foster parent and placement needs. Assist with identifying appropriate services and supports when a placement is at risk of disruption. On-Call & Crisis Support Participate in a shared 24-hour on-call support system for Love Made Visible foster families. Answer or return calls related to placements, emergencies, foster-parent concerns, and urgent support requests in a timely manner. Provide appropriate support and direction during crisis situations. Determine when additional intervention, professional assistance, emergency services, or childwelfare involvement is required. Maintain professionalism, sound judgment, and appropriate communication during stressful and after-hours situations. Coordinate with appropriate emergency, child-welfare, medical, behavioral-health, or other professional resources when necessary. Participate in applicable monitoring, licensing reviews, audits, quality-improvement activities, and regulatory reviews. Ensure corrective actions and compliance requirements are addressed within established timeframes. Maintain confidentiality and appropriately safeguard information concerning children, children, foster families, employees, and organizational partners. Identify potential compliance concerns and promptly report them to the Executive Director or appropriate authority. Promote consistent application of Love Made Visible policies, procedures, and program standards. Community Outreach & Organizational Representation Represent Love Made Visible professionally and appropriately in the community. Participate in internal meetings and organizational activities as requested by the Executive Director or Love Made Visible Board. Serve as a positive representative of the organization and its mission. The Program Director is expected to support an organizational culture that promotes healthy relationships, reconciliation, servant leadership, respect, accountability, compassion, and care for vulnerable children and families. Work Environment The position operates in a variety of environments, including: Love Made Visible offices. Foster-family homes. Prospective foster-family homes. Churches and faith-based organizations. Community organizations. Conference centers and recruitment events. Public and community settings. Meetings with foster parents, professionals, and child-welfare partners. Other locations throughout the region or state as required. The position requires considerable flexibility in scheduling and may require local and regional travel. The regular work schedule may include evenings, weekends, holidays, and after-hours availability as part of the position's on-call and program-support responsibilities. Minimum Qualifications Bachelor's degree in Social Work, Psychology, Criminal Justice, or a related field from an accredited college or university. Bachelor's degrees in other fields may be considered on a case-by-case basis. Minimum of two years of professional experience working in child welfare or a closely related field. Must hold an active certification in good standing through the Florida Certification Board in at least one of the following credentials at the time of hire: CWLC

- Certified Child Welfare Supervisor Required certification must remain active and in good standing throughout employment.
Successful completion of all required employment and child-welfare background screenings. Valid Florida driver's license within 30 days of hire. Current driver's license with a satisfactory driving record of 5 points or less. Ability to meet all applicable requirements for employment in a child-welfare and foster-care setting. Ability to travel as required by the position. Ability to participate in the organization's on-call rotation. Certification Requirement Certification is required at the time of application and hire. Employees are responsible for maintaining their required certification in good standing throughout their employment. Failure to maintain the required certification may result in corrective action, up to and including termination of employment. Background Screening Employment is contingent upon successful completion of all required background screenings and clearances applicable to employment within a child-welfare/foster-care program. Screenings may include criminal history checks, employment verification, driving-record checks, abuse-registry checks, and other screenings required by Love Made Visible, DCF, CBC, or applicable law. Attendance & Availability The Program Director must maintain reasonably regular and punctual attendance consistent with applicable federal, state, and local requirements. Due to the nature of foster-care services, this position requires flexibility and availability to respond to urgent program needs, including participation in the organization's 24-hour on-call rotation.
