Position Summary:

The Counselor I, is an entry-level registered Substance Use Disorder (SUD) Counselor who provides direct client services under clinical supervision in accordance with program and Agency standards. This role assists with group facilitation, intake coordination, treatment planning, crisis intervention, and case management, while maintaining documentation in compliance with funder, program, and agency policies. The Counselor I supports clients in achieving individualized recovery goals and promotes a safe, therapeutic environment across all assigned program settings, including youth services. Essential Job Functions (All Programs): Screening

• Conduct initial screening interviews to identify potential clients for admission, determine eligibility, and assess appropriateness for program services. Intake
• Assist with intake processes including collection of demographic information, informed consent, confidentiality acknowledgments, and required documentation. Orientation
• Provide program orientation to clients and families regarding program expectations, goals, rules, services, and clients' rights and responsibilities. Assessment
• Support the clinical assessment process by gathering information related to client history, substance use patterns, mental health status, and social functioning. Treatment Planning
• Collaborate with clinical supervisors to develop individualized treatment plans that reflect client needs, strengths, and measurable objectives. Counseling (Individual, Group, and Family)
• Facilitate group sessions, co-facilitate individual or family counseling under supervision, and apply motivational interviewing and CBT techniques. Case Management
• Assist clients in accessing community resources, referrals, and support services, maintaining regular communication with external agencies. Crisis Intervention
• Provide immediate response and de-escalation support for clients experiencing emotional or behavioral crises. Client Education
• Deliver educational sessions on substance use, relapse prevention, recovery tools, life skills, and health promotion topics. Referral
• Identify and refer clients to appropriate services such as medical care, mental health treatment, employment support, or housing resources. Reports and Record Keeping
• Maintain accurate and timely documentation including progress notes, group logs, and discharge summaries Consultation with Other Professionals
• Participate in multidisciplinary case conferences, supervision meetings, and interagency coordination.

Maintains professionalism in dress, language, attitude, and behavior at all times, representing the organization with integrity and respect. Communicate effectively and professionally with clients, coworkers, and community stakeholders. Demonstrate professionalism in appearance, conduct, punctuality, and overall workplace behavior. Maintain consistent and reliable attendance to support program operations and client care needs. Perform other duties as assigned by Program or Clinical Managers to support overall program operations in all settings.

Qualifications & Requirements:

Substance Use Disorder (SUD) registration or certification through a DHCS-approved certifying organization preferred. California Certified Peer Support Specialist (SB-803) or equivalent lived-experience credential preferred. Must be a registered or certified SUD counselor in good standing with a DHCS-approved certifying organization. Demonstrated ability to maintain confidentiality and professional boundaries. Strong communication, organization, and documentation skills. Must complete 45 hours per year of continuing education toward certification requirements. Must pass a DOJ/FBI background check and maintain current CPR, First Aid, TB clearance, and physical exam. Must possess a valid California driver's license, current auto insurance, and a clean driving record. Must be eligible under the agency's DMV Pull Notice Program and able to operate an agency or personal vehicle for work-related travel, including client transport and inter-site duties.

Education Requirements:

Bachelor's degree in Social Work, Psychology, Human Services, Communications, Public Relations, or a related field required. Master's degree preferred in a related discipline such as Social Work, Public Health, Nonprofit Management, or Counseling.

Physical Demands and Working Environment:

Duties performed in treatment, residential, outpatient, youth program settings and community-based sites. Frequent standing, sitting, and walking; occasional lifting up to 25 pounds. May have regular exposure to bloodborne pathogens and communicable diseases, must follow universal precautions May involve client crises, emotional or behavioral challenges, and occasional local travel. Must respond effectively in high-pressure situations. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

Supervision:

Works under direct supervision of a Certified SUD Counselor, Clinical Supervisor, or Program Manager. Receives structured supervision consistent with DHCS and program standards.
