Position Overview Agency-Wide Program Manager Assigned a primary work location at an SMWG program site or headquarters office, with flexibility for remote work based on agency and program needs. About the
Role:
The Agency-Wide Program Manager provides leadership and oversight across all SMWG program lines, including Mobile Crisis Teams, Hospital Crisis Teams and outpatient services throughout California. All program supervisors report directly to this position. The role is responsible for managing program leadership, coordinating county partnerships, ensuring legal and clinical compliance, and strengthening service delivery agency-wide. The ideal candidate is a licensed mental health professional with experience in crisis services, management of supervisors, and interagency collaboration.
Key Responsibilities:
Provide direct supervision to all program supervisors across every county and program line, including crisis, outpatient, and peer services Conduct quarterly in-person site visits to each program location, ensuring every county and program line receives consistent leadership presence Coordinate program operations with county behavioral health departments, hospitals, law enforcement, and community partners Audit clinical documentation and EHR systems (SmartCare, Avatar, and other county platforms) across all program lines for quality assurance and staff training Ensure program supervisors serve as the primary reviewers and co-signers of clinical documentation, providing backup co-signature coverage as needed Participate in the after-hours on-call consultation rotation, typically one week per month, to support frontline crisis teams in all counties Lead agency-wide program meetings and represent SMWG at county-level forums, contract meetings, and hearings Monitor facilities, infrastructure, training needs, and performance metrics across all programs
Qualifications:
Master's degree in Social Work, Marriage Family Therapy, Counseling, Psychology, or a related field Active California license (LCSW, LMFT, or LPCC) in good standing Minimum 3 years of experience in crisis intervention or behavioral health services Minimum 3 years of staff supervision and leadership experience; supervision of supervisors or managers preferred Experience across multiple counties or multiple program types preferred Familiarity with Medi-Cal documentation, LPS law, CalAIM/BHSA, and EHR systems (SmartCare, Avatar preferred) Strong communication, problem-solving, and organizational skills Valid California driver's license and ability to travel to program sites

Assigned a primary work location at an SMWG program site or headquarters office, with flexibility for remote work based on agency and program needs, quarterly site visits to each program location (approximately monthly travel overall), after-hours on-call rotation of roughly one week per month, occasional evening and weekend responsibilities Full-time, salaried exempt employees are eligible for discretionary paid time off in accordance with SMWG's Discretionary PTO Policy.
