DESCRIPTION

Perform advanced (senior-level) counseling and administrative work for the Victim and Employee Support Services. Work involves providing comprehensive direct services to crime victims to include advocacy, mandated services, crisis intervention case management, and clinical counseling. This position requires effective relationships/partnerships with stakeholders, other victim-services agencies and law enforcement to ensure victims receive timely, trauma-informed care. Work may include providing employee assistance services to include crisis services to non-commissioned employees, as well as developing and conducting training programs. Work under limited supervision with considerable latitude for the use of initiative and independent judgment within the limits of applicable statutes, professional ethics, allocated resources, regulations, policies, and procedures.

ESSENTIAL DUTIES / RESPONSIBILITIES

1. Provide comprehensive in-office and field responses for case management services to victims of crime, to include service coordination, needs assessments, safety planning and referrals to appropriate community resources.2. Serve as a crime victim liaison, informing victims of their rights under Texas law and providing information about Crime Victims' Compensation (CVC) and advocating on behalf of victims with law enforcement, prosecutors, courts, medical personnel, and social service agencies.3. Provide crisis intervention and comprehensive clinical counseling to victims and their families.4. Provide crisis and other comprehensive clinical services to employees, and dependent family members.5. Provide on-scene emergency and crisis services during critical incidents, large scale events, and disasters.6. May participate in field visits and operations with law enforcement officers; provide feedback to VESS leadership regarding activities and suggestions to improve responses and support.7. Promote and maintain VESS program services (focusing on assigned regions) that comply with statutory requirements and mental health professional standards for working with clients.8. Maintain and report activity data daily in case management/EHR systems, monthly to supervisor and/or as requested.9. Adhere to DPS policies and VESS procedures as specified in internal SOPs, rules of the board, and performance measures related to

activities.10. Develop, coordinate, and conduct training for internal and external stakeholders, agency employees, professionals, and community members.11. May participate in Critical Incident Response team activities, to include consultation and coordination, as assigned by supervisor.12. Work collaboratively with assigned supervisor to identify operational challenges and develop recommended solutions for program enhancement.13. Travel locally and within the state as needed to accomplish position objectives. Travel to more than one work location and overnight travel may be required.14. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. May be called upon to respond to critical incidents outside of regular business hours and must be available for on-call rotations as determined by the agency.15. Perform other duties and special projects as assigned.

GENERAL QUALIFICATIONS and

REQUIREMENTS

Education

• Graduation from an accredited four-year college or university with a master¿s degree in a mental health, social science, behavioral science, or other related discipline from an accredited program.

Experience

• Two (2) years or more of verifiable work experience in mental health and behavioral counseling including clinical crisis intervention and/or trauma counseling preferred.

Experience in providing services to crime victims and collaborating with first responders preferred.

Licensure and/or Certification

• Must possess current certification or licensure, commensurate with master¿s or doctoral level training as a mental health professional in the State of Texas, such as a licensed clinical social worker, licensed professional counselor, marriage and family therapist, licensed psychological associate, or psychologist.

Applicants with a provisional license, such as an LPC-A, or applicants with an LMSW may be considered if they can obtain full clinical licensure within 12 months of date of hire. Out of state license holders must obtain a Texas licensure within a 6-month period. Must possess a valid driver license from state of residence.
