CONTRACTED BEHAVIORAL HEALTH
PROVIDERCore deliverablesEstablish a clear referral, consent, scheduling, crisis-response, and communication workflow with RRB.Provide culturally responsive, trauma-informed screening, brief intervention, clinical support, or referral to an appropriate level of care as authorized by the agreement.

Use participant-centered practices responsive to incarceration, reentry stress, grief, violence exposure, substance use, family disruption, and other relevant needs.

Offer timely appointments and practical engagement options; communicate referral disposition and attendance status when legally authorized.

Maintain complete clinical records separately from RRB program records and comply with HIPAA, professional ethics, consent requirements, and Maryland law.

Support case consultation and service coordination without disclosing protected information beyond participant authorization or legal requirements.

Provide aggregate service and outcome data needed for grant reporting, invoicing, and quality improvement.

Required qualificationsCurrent, unrestricted Maryland license appropriate to the services provided and professional liability coverage.

Experience serving adults affected by incarceration, trauma, violence, behavioral health barriers, or complex social needs.

Demonstrated cultural humility and ability to work effectively with Black communities and Baltimore City residents.

Capacity to meet agreed service timelines, maintain secure records, and provide compliant invoices and aggregate reports.

Program targetAt least 65% of participants will receive behavioral health referrals, and at least 60% of those referred are expected to attend one or more sessions.
