Job Description

This position involves the general supervision of the Child Support Division in the District Attorney's office. The Coordinator is responsible for the supervision of the Child Support Enforcement Officer as well as working individual cases. This position involves general accounting duties and both legal and general secretarial duties, working child support cases pursuant to the State of Nevada NOMADS system, Nevada Revised Statutes (NRS), and Federal Regulations. Duties include bookkeeping, auditing, filing, preparation of monthly statistical reports, generation and notification of delinquency payments, all legal notifications required for collection of child support and medical insurance, and preparation of court documents including child support complaints, summons, court orders, enforcement orders, paternity complaints, and various motions to maintain compliance with court orders. The Coordinator is responsible for maintaining program reports and coordinating the child support program.

Works in coordination with legal secretarial staff in the office, Nevada Child Support Central Office, members of the general public, individual plaintiffs and defendants, employers, court personnel, law enforcement and County Constable, Nevada State Welfare Division, and support enforcement employees in other jurisdictions
Essential Functions :
(Performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential functions). Coordinate and oversee the functioning of the child support program in the District Attorney's Office; Supervise and monitor the work of the Child Support Enforcement Officer; Work individual child support cases in addition to supervisory duties; Prepare all reports required by the Nevada Central Office and federal regulations; Prepare the annual budget for the child support division that is submitted to the Nevada Central Office and County Commissioners; Audit accounts maintained by the State Centralized Distribution Center under NOMADS and take necessary action to correct any discrepancies; Coordinate with the Nevada Child Support Central Office and other jurisdictions regarding problems or questions regarding the administration of cases; Interview clients to obtain documentation and information necessary to determine eligibility for child support collection assistance and other services under the Uniform Interstate Support Act; Conduct intake sessions to assist clients applying for enforcement and explain guidelines to clients, outside agencies, employers, and the public; Conduct investigations utilizing various sources, techniques, and procedures to locate the absent parent and to determine amount and location of income and assets; Review case information and related data and interview absent parents to determine willingness to support their children; Negotiate support agreements and paternity acknowledgments; Obtain and review existing court orders for child support; Petition the Court for orders to establish paternity and/or child support; Coordinate scheduling of court-ordered genetic testing with interstate agencies and laboratories; Meet with clients and discuss highly sensitive information in connection with establishing paternity; Monitor cases to ensure regular child support payments and maintain collection history; Reconcile balance owed by comparing financial records in automated system and case files; Notify clients of delinquency; Determine proper legal action in accordance with office policies and procedures including initiation of contempt or modifications proceedings/reviews; Conduct three-year reviews; Enforce court orders for child support by noticing absent parents directly, garnishing wages and assets, intercepting unemployment benefits and IRS returns, executing real property and bail forfeiture procedures, and license suspensions; Prepare bench warrants and related affidavits; Coordinate with investigators for execution of warrants; Upon arrest, determine eligibility for release, calendar court hearings, and arrange for transportation; Conduct in-office administrative reviews to execute Stipulations and Judgments upon Order when matters can be equitably resolved without a court hearing; Assist in gathering and processing confidential information for use in Court by way of interview, basic interrogation, observation, and document review; Draft and initiate legal documents and proceedings; Prepare and present case summaries to the Child Support Court Master and attorneys to assist the Court in establishing child support, determining arrearages, ordering appropriate repayment to the State or custodial party, and enforcing or modifying current child support orders; Testify in court regarding cases as necessary; Post, allocate, and distribute monies received; Prepare proof lists and warrant registers; Produce warrants and reconcile monthly bank statements; Calculate child support obligation and arrearage; Determine absent parents' indebtedness to state public assistance programs and custodial parents by researching case records and related data; Compute interest; Develop, maintain, and update confidential client case files while protecting the interests and rights of program clients; Correspond in person, by telephone, or in writing with clients, out-of-state agencies, attorneys, and employers to obtain and disseminate information; Make referrals to other agencies as necessary; Determine eligibility for Deadbeat Parent Program state or federal criminal investigation referral; Obtain written consent from custodial parents; Compile case data and photos for use on television and maintain contact with media; Perform public relations duties including visiting high schools and disseminating information to the public via telephone, radio, newspaper, and television; Initiate suspension of driver's license, business license, and/or any recreational licenses or permits; Refer child support cases to the District Attorney for criminal prosecution for non-payment of child support; and Prepare all documentation necessary for prosecution under the direction of the District Attorney or Deputy District Attorney.
Knowledge, Skills, and Abilities:

State of Nevada NOMADS system; Nevada Revised Statutes (NRS) pertaining to child support; Federal regulations governing child support enforcement; Uniform Interstate Support Act; Child support program administration and supervision; Office practices, procedures, and equipment; Bookkeeping and accounting principles; Audit requirements and methods; Legal terminology and document preparation; Court procedures and processes; Paternity establishment procedures; Wage garnishment and asset seizure procedures; License suspension procedures; Grant administration and reporting requirements; Case management systems; Confidentiality requirements; Supervisory principles and practices; and Public relations techniques.
Skill to:
Supervise and oversee the functions of the child support enforcement program; Operate NOMADS, Word, Word Perfect, Lotus, Windows, AS400, typewriter, calculator, and other general office equipment; Type accurately and efficiently; Prepare legal documents including complaints, summons, court orders, motions, and affidavits; Prepare monthly statistical reports and program reports; Prepare annual budgets; Conduct audits and correct discrepancies; Calculate child support obligations and arrearages; Reconcile financial records and bank statements; Interview clients and defendants effectively; Negotiate support agreements; Conduct investigations to locate absent parents and assets; Communicate clearly and concisely both orally and in writing; and Establish and maintain effective working relationships with staff, clients, attorneys, court personnel, and other agencies.
Ability to:
Interpret and apply pertinent laws, codes, and regulations including state administrative and departmental policies and procedures; Read, understand, evaluate, and prepare standardized and legal documents; Supervise the Child Support Enforcement Officer; Work individual child support cases while managing supervisory duties; Interview clients and defendants to obtain necessary information for case management; Respond to requests and inquiries from the public and employers; Maintain confidentiality of sensitive data and information; Testify in court proceedings; Coordinate with multiple agencies including Nevada Central Office, out-of-state jurisdictions, and law enforcement; Handle highly sensitive and confidential information regarding paternity and family matters; Work with difficult and confrontational situations; Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work, especially where different interests of parties create conflict; Manage multiple cases and priorities simultaneously; Meet deadlines and comply with federal and state reporting requirements; Make sound decisions in accordance with office policies; Interact positively with others including the public, attorneys, court personnel, and coworkers; Understand and apply policies, procedures, and written and oral directions to specific situations; and Maintain regular and consistent punctuality and attendance. Required Certifications and Licenses Notary Public in the State of Nevada or the ability to obtain one; and Possession of a valid Nevada Driver's License.
