About Middle Peninsula Northern Neck Behavioral Health (MPNN BH) Connecting people to developmental and behavioral health services to create opportunities for healing, growth, and recovery. Our organization provides services designed to help members of our community achieve their individual goals. MPNN BH has over 60 distinct programs to aid and support all ages and many situations. Job Summary The Community Support Coordinator provides clinical and administrative leadership for Mental Health Skill-Building Services and is responsible for planning, developing, and implementing Community Psychiatric Support and Treatment (CPST) services in accordance with Virginia Department of Medical Assistance Services (DMAS) and Department of Behavioral Health and Developmental Services (DBHDS) requirements. The Coordinator oversees a multidisciplinary workforce that may include Licensed Mental Health Professionals (LMHP/LMHP-Es), Qualified Mental Health Professionals (QMHPs/QMHP-Ts), Behavioral Health Technicians (BHTs), and other approved behavioral health staff. The position ensures services are person-centered, recovery-oriented, medically necessary, clinically appropriate, and compliant with applicable Medicaid, DBHDS, agency, and professional standards. The Coordinator will play a lead role in transitioning existing Mental Health Skill-Building operations to the CPST service model, including development of policies and procedures, staffing models, clinical workflows, training plans, documentation standards, quality assurance processes, and service authorization procedures. Job Responsibilities Program Leadership and CPST Implementation Provide day-to-day administrative and clinical oversight of Mental Health Skill-Building Services and CPST upon implementation. Lead agency preparation and implementation activities associated with the transition from Mental Health Skill-Building Services to CPST. Assist leadership with development and revision of CPST policies, procedures, clinical workflows, documentation standards, and quality assurance processes. Develop and recommend staffing models that appropriately utilize LMHPs, QMHPs, QMHP-Ts, BHTs, and other allowable staff based on DMAS requirements and individual levels of need. Establish clear roles, responsibilities, supervision structures, caseload expectations, and service delivery processes for the multidisciplinary CPST team. Monitor changes to DMAS, DBHDS, Medicaid managed care, licensing, and behavioral health redesign requirements and assist the agency in implementing necessary operational changes. Participate in program development, strategic planning, performance improvement, and evaluation of service outcomes. Clinical Supervision and Staff Development Provide or coordinate supervision and oversight of LMHP/LMHP-Es, QMHPs, QMHP-Ts, BHTs, and other assigned program staff consistent with scope of practice, credentialing requirements, DMAS policy, and DBHDS regulations. Ensure CPST services are delivered under the level of LMHP oversight required by DMAS. Establish supervision structures that support appropriate clinical oversight of paraprofessional and qualified mental health staff. Facilitate regular individual and team supervision, case consultation, treatment planning, and review of individuals with complex clinical or functional needs. Monitor staff credentials, required training, competencies, and adherence to agency and regulatory requirements. Promote a team culture emphasizing person-centered care, recovery, professional accountability, collaboration, and quality service delivery. Assist with recruitment, interviewing, onboarding, training, retention, and performance evaluation of program staff. Assessments and Treatment Planning Complete and/or oversee Comprehensive Needs Assessments required for Mental Health Skill-Building Services. Complete Community-Based Services assessments and other behavioral health assessments as deemed appropriate based upon qualifications and agency needs. Complete or oversee required CPST assessments upon implementation, including standardized assessment processes required by DMAS. Ensure assessments clearly establish medical necessity, functional needs, strengths, risks, recovery goals, and recommended level and type of service. Work collaboratively with

staff to ensure treatment planning meets CPST requirements and remains person-centered, measurable, and responsive to identified needs. Ensure assessments, treatment plans, reassessments, and clinical documentation are completed within required timeframes. Service Authorizations and Utilization Management Coordinate and oversee service authorization and reauthorization processes for Mental Health Skill-Building Services and CPST. Prepare, review, and/or submit clinical documentation necessary to support authorization requests. Ensure authorization requests clearly demonstrate medical necessity and compliance with DMAS and managed care requirements. Track authorization periods, required reassessments, continued-stay reviews, service limits, and expiration dates to reduce interruptions in services. Collaborate with managed care organizations, utilization management entities, clinical staff, and other stakeholders regarding authorization questions, denials, requests for additional information, and service transitions. Monitor utilization patterns and ensure the intensity and frequency of services remain clinically appropriate and consistent with authorized treatment. Compliance and Quality Assurance Ensure program operations comply with applicable DMAS Medicaid requirements, DBHDS licensing regulations, agency policies, professional standards, and payer requirements. Conduct routine review of assessments, individual service plans, progress notes, supervision documentation, authorizations, and other clinical records. Monitor documentation for medical necessity, measurable interventions, individual response, progress toward treatment goals, and appropriate staff credentials. Participate in internal and external audits, licensing reviews, Medicaid reviews, and corrective action processes. Develop and implement corrective actions when compliance or quality concerns are identified Monitor program performance indicators, service utilization, productivity, documentation timeliness, authorization outcomes, and other quality measures. Maintain readiness for DMAS, DBHDS, managed care, and other regulatory reviews Community Collaboration and Care Coordination Develop and maintain strong collaborative relationships with community partners, referral sources, hospitals, psychiatric providers, primary care providers, case managers, housing providers, crisis services, social service agencies, law enforcement, courts, and other community-based organizations. Represent the program at community meetings, interdisciplinary treatment meetings, stakeholder groups, and agency committees as assigned. Promote effective coordination of care and appropriate transitions between levels of behavioral health services. Educate community partners and referral sources regarding MHSS eligibility, the transition to CPST, referral processes, and available community-based behavioral health resources. Identify gaps in community resources and work collaboratively with agency leadership and community partners to improve access to services. CPST-Specific Leadership Responsibilities Assist in establishing the multidisciplinary CPST team structure and clinical supervision model. Ensure appropriate utilization of LMHP/LMHP-E, QMHP, QMHP-T, and BHT staff according to allowable CPST service components, scope of practice, and final DMAS requirements. Ensure required CPST service components are incorporated into program operations in accordance with final DMAS guidance. Ensure LMHP involvement in assessment, treatment planning, clinical oversight, and other service components requiring licensed staff. Develop processes for BHT staff to provide rehabilitative skills practice and repetition under appropriate clinical supervision when permitted by the individual's service level and treatment plan. Ensure staff complete required statewide CPST training, assessment training, evidence-based practice training, and agency competency requirements. Assist agency leadership in evaluating CPST readiness, staffing capacity, training needs, financial sustainability, service demand, and implementation progress. Remain knowledgeable regarding evolving

requirements and recommend operational changes necessary to maintain compliance. Other Duties, as assigned Job Requirements Essential Must pass all required Background Checks. Must possess a valid Virginia Driver's License with reliable transportation and driving record acceptable to agency insurance carrier. Must obtain a TB test with satisfactory results within 30 days of employment, and yearly thereafter as required by licensing authority. Education and Experience Master's degree in social work, counseling, psychology, rehabilitation counseling, or a related behavioral health field preferred. Virginia LMHP credential strongly preferred due to the clinical leadership and supervision responsibilities associated with CPST. Licensed eligible will be considered. Demonstrated experience providing services to adults with serious mental illness and individuals with significant behavioral health and functional needs. Experience with community-based behavioral health services, Mental Health Skill-Building Services, CPST, psychiatric rehabilitation, or comparable services strongly preferred. Experience with clinical assessment, treatment planning, Medicaid service authorization, utilization management, and clinical documentation. Supervisory or program leadership experience preferred. Knowledge of DMAS Medicaid requirements, DBHDS licensing regulations, person-centered planning, recovery-oriented services, and community-based behavioral health practices. Must meet all applicable DBHDS, DMAS, Department of Health Professions, and agency requirements for the position.
