Job Description
The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. The Louisiana Department of Health's Project M.O.M. (Maternal Overdose Mortality) is leading a critical effort to reduce pregnancy-associated opioid overdose deaths by 80% within three years. This role will work closely with hospitals, healthcare providers, mothers, and community partners to reduce stigma, expand access to treatment for opioid use disorder, and promote trauma-informed perinatal care. By connecting families with life-changing resources and strengthening support systems across the region, you will play a key role in improving maternal and infant health outcomes and helping keep families together. EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Administers and oversees the Louisiana Department of Health's Project M.O.M. (Maternal Overdose Mortality) initiative on a statewide basis. Reports directly to the Executive Director and provides direct supervision to up to nine (9) Program Monitor Navigators, with one navigator assigned per region. Responsible for assigning work, setting performance expectations, monitoring workload distribution, approving deliverables, and ensuring accountability for program outcomes across all regions. Leads all aspects of staff development and workforce oversight for Program Monitor Navigators. Develops and maintains standardized workflows, policies, and procedures that guide navigator duties and regional operations. Oversees onboarding and delivers or coordinates initial and ongoing training related to trauma-informed perinatal care, substance use disorder (SUD) treatment, harm reduction strategies, data reporting requirements, confidentiality standards, and community engagement. Conducts regular supervisory meetings, provides coaching and corrective guidance, evaluates staff performance, and completes required performance documentation. Identifies training gaps, implements corrective action plans when necessary, and supports professional growth to ensure staff competence, consistency, and quality service delivery statewide. Supervises statewide and regional data collection, documentation, and outcome reporting to ensure accuracy, timeliness, and compliance with LDH policies and confidentiality requirements. Implements quality assurance processes to monitor staff adherence to program protocols, data standards, and case management practices. Serves as the primary statewide liaison with hospitals, healthcare systems, emergency departments, MAT clinics, community-based organizations, and advocacy partners. Drafts, negotiates, and finalizes contracts and memoranda of understanding (MOUs) as needed to support program operations. Represents Project M.O.M. on statewide task forces, work groups, and coalitions, providing leadership input and ensuring regional staff activities align with statewide initiatives and expectations. Monitors and manages the Project M.O.M. program budget, ensuring appropriate allocation of resources to support staffing, training, and program operations. Coordinates with leadership and fiscal staff to track expenditures, identify resource needs, and support the sustainability of the program.Position-Specific Details:
