GRADE STD0019 LOCATION OF POSITION

Maryland Department of Human Services Social Services Administration 25 S. Charles Street Baltimore, MD, 21201 Main Purpose of Job This position serves as the Title IV-E Program Manager, contributing to SSA's mission by directing and overseeing the administrative, fiscal, and programmatic operations of Maryland's Title IV-E program. This role leads staff and manages statewide initiatives across foster care, adoption, guardianship, and emerging prevention services to maximize federal funding, ensure statutory compliance, and align local service delivery with SSA strategic goals.

POSITION DUTIES

Direct statewide administration of Title IV-E programs (Foster Care, Adoption, Guardianship, and Prevention Services). Directly supervises unit staff (Administrator III, HSPPA, and HSS V/IVs) including work assignment, performance evaluations (PEP), and staff training. Formulate, interpret, and operationalize state and federal Title IV-E policies, procedures, and manuals. Serve as the primary liaison for federal audits, Title IV-E Primary Reviews, and state fiscal evaluations. Collaborates with the Central Office of Budget & Finance (OBF) and IT teams to streamline system enhancements in

CJAMS/MD THINK. MINIMUM QUALIFICATIONS
Education:

A Bachelor's degree from an accredited college or university.

Experience:

Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience. 2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

One year of experience directly evaluating, processing, or auditing Title IV-E eligibility determinations across foster care, adoption, or guardianship programs.

DESIRED OR PREFERRED QUALIFICATIONS

Two (2) years of professional experience interpreting federal Title IV-E regulations and Administration for Children and Families (ACF) directives to formulate the state plan, write policy manuals, or operationalize Family First Prevention Services Act (FFPSA) guidelines within a child welfare agency. Two (2) years of experience evaluating program metrics, financial data, or case files to maximize Federal Financial Participation (FFP) reimbursement streams or lead state/federal child welfare audit reviews (e.g., Title IV-E Primary Reviews). Two (2) years of experience delivering high-level technical assistance, operational guidance, or specialized training on child welfare funding and compliance to local departments of social services, external agency stakeholders, or executive leadership.
