DUTIES AND RESPONSIBILITIES

1. Plans, designs and implements Clubhouse Model services to engage members in work-ordered day activities to support individual goals implementation and progress consistent with Goodwill's mission, Clubhouse accreditation standards, and strategic plan. 2. Ensures Clubhouse psychosocial rehabilitation services promote and evidence person centered planning, self-determination, self- empowerment, community integration and quality of life enhancement philosophy and principles. 3 Directs services to achieve compliance with contract, grant and expected performance measurement outcomes. Ensure corrective action is implemented as required. Prepare reports as required by internal and external entities. 4. Develops annual Clubhouse goals and objectives with members in accordance with the organization's business and strategic objectives. Monitors all programs and contract(s) to ensure work ordered day activities are implemented according to established impact and outcome measures. 5. Develops the annual program operating budget. Manages operations and monitors monthly financial performance to ensure positive operating financial results in accordance with program budget plan. 6. Responsible for interviewing, orientation, training and supervision of Clubhouse staff. Develop strategies and processes to support staff professional development. 7. Ensures staff accountability for member's work-ordered day program delivery in accordance with each individual's person-centered goals. 8. Ensures interactions with members, staff and significant others to foster internal and external services excellence. 9. Ensures an active and engaged advisory council to provide financial, legal, legislative, employment development, member and community support and advocacy for the Clubhouse. 10. Assists division administration to implement quality measurement techniques and methods for reporting and documentation. Ensures staff compliance with required program reporting, service delivery and electronic and manual progress case documentation and tracking. 11. Oversees the development of the Clubhouse marketing plan to effectively promote all related services to current and potential members for program expansion. 12. Represents the organization with collaborating and partnering agencies in the development of needed services. Attends and participates in meetings, conferences, and other relevant external meetings as a representative of the organization. 13. Ensures services and staff compliance with all organization's administrative policies and procedures, contractual requirements, accreditation, licensing, recipient rights and other applicable regulatory standards. 14. Participates in self-sponsored and organization-sponsored professional development opportunities to enhance leadership skills and to stay abreast of "best practices" within the Clubhouse and behavioral health services profession. 15. Performs other related duties as assigned.

EDUCATION

Bachelor's degree in a health or human service field and is licensed, certified or registered by the State of Michigan to provide healthcare services with two years' experience working at a Clubhouse accredited by Clubhouse International; or a master's degree in a health or human service field with licensure and one year's experience working at a Clubhouse. Comprehensive Clubhouse International Training required.

EXPERIENCE

Two (2) years experience in demonstrated successful management, development and implementation of psychosocial rehabilitation or related services for persons living with mental illness. Clubhouse experience preferred. Proven experience managing person centered services for target population. Budget development and monitoring, Medicaid services billing experience required. Experience in project management, grant writing/proposal development a plus.

KNOWLEDGE/ABILITIES

Knowledge of Medicaid covered services and eligibility for persons with mental illness. Understanding of MDCH recipient rights regulations. Demonstrated understanding of local, state and federal political environments impacting behavioral health services programs and opportunities. Strong financial management skills. Must possess strong oral and written communication skills and presentation skills. Knowledge of Clubhouse International accreditation standards. Effective team building skills. Excellent analytical skills and problem-solving skills, including the ability to diagnose critical areas requiring action.

PHYSICAL DEMANDS

Walking, stooping, standing, sitting, lifting up to 30 pounds, and bending. Ability to work flexible schedule including evenings, weekends, and holidays rotation.

MENTAL DEMANDS

: Must be able to problem solve, manage multiple projects, objectives and deadlines. Must be self-motivated, self-directed and committed to outcome-based services and member goals achievement. Decision making, good judgment and people skills.

MACHINES/EQUIPMENT

Calculator, personal computer and proficient use of Microsoft office software including Word, Excel, and PowerPoint. Ability to use e-mail, voicemail, fax and photocopy equipment.

WORKING CONDITIONS

Normal office and community-based settings. Community travel required for business meetings, etc. Out-of-state travel will be required for conferences/meetings.

OTHER REQUIREMENTS

Must possess and maintain a valid State of Michigan chauffeur drivers' license, proof of insurance, and means of transportation. Will be required to drive agency vans. Must interact effectively with diverse groups of people representing all levels and sectors of the organization's business. Annual criminal background check is required of employees providing behavioral health services. Commitment to the belief in recovery for people with severe and persistent mental illness. Responsible for leadership, program development, and implementation of member focused, high quality, outcome based psychosocial rehabilitation (Clubhouse) services in compliance with Clubhouse International accreditation standards for persons with serious and persistent mental illness. Oversee the work-ordered day programming to provide opportunities for Clubhouse member involvement, ownership and support; and services related to employment, education, housing, community inclusion, wellness, community resources, advocacy and recovery. Ensures program incorporates person centered plan principles. Oversees implementation and monitoring of service contracts/agreements implementation to ensure achievement of performance measurement outcomes. Responsible for staff hiring, performance evaluation, professional development and supervision. Ensures continuous service quality, services marketing and emphasis on member service excellence.
