Supervisor, Independent Living Program

Job Description

Position Summary The Supervisor provides day-to-day clinical and administrative supervision to direct service staff within the Independent Living Program (ILP) at Halo Angels Children's Services, including Case Managers, Youth Skills Specialists, and ILP Coordinators. Reporting to the Program Director, the Supervisor ensures that case management practice, life skills programming, and documentation meet agency policy, state licensing standards, and funder requirements. This role serves as the first line of support for staff on complex cases and crisis situations, while helping translate program-level policy into consistent, high-quality daily practice. Key ResponsibilitiesStaff Supervision & Support Provide regular individual and group supervision to Case Managers, Youth Skills Specialists, and ILP Coordinators, in accordance with agency and licensing supervision-frequency requirements. Review caseloads and case assignments to ensure appropriate distribution and coverage across the team. Coach staff on case planning, engagement strategies, and trauma-informed practice; model effective interventions during joint visits as needed. Conduct or contribute to staff performance evaluations, corrective action plans, and professional development planning in partnership with the Program Director. Support onboarding and training of new direct service staff. Case Oversight & Quality Assurance Review case files, service plans, and documentation on a regular basis to ensure timeliness, accuracy, and compliance with agency and regulatory standards. Approve or co-sign key case documents (e.g., transition plans, court reports) as required by agency policy. Identify patterns or gaps in service delivery and work with staff to implement corrective actions. Participate in internal quality assurance reviews, case audits, and incident report follow-up. Crisis Response & Escalation Serve as a point of escalation for staff managing complex cases, youth crises, or safety concerns. Provide after-hours or on-call support as part of a rotating coverage schedule, in accordance with agency protocol. Ensure timely and appropriate response to incidents, including mandated reporting, safety planning, and notification of the Program Director and other stakeholders as required. Program Implementation Help translate agency policies and procedures into consistent daily practice across the ILP team. Assist the Program Director in monitoring program outcomes, service utilization, and compliance metrics. Coordinate scheduling of group workshops, life skills sessions, and team meetings. Support coordination with schools, courts, healthcare providers, housing partners, and other community stakeholders on higher-level or cross-case issues. Team Leadership & Communication Lead regular team meetings to review caseloads, share updates, and reinforce best practices. Foster a collaborative, supportive team culture that reflects the agency's values and commitment to youth well-being. Communicate policy updates, licensing changes, or funder requirements clearly to direct service staff. Provide regular updates and reports to the Program Director on team performance, case trends, and emerging needs. Qualifications Education & Experience Master's degree in Social Work, Psychology, Human Services, or a related field required (Bachelor's degree with significant equivalent experience may be considered). Minimum of [3-4] years of experience in child welfare, foster care, or youth transition services, including at least [1-2] years in a lead or supervisory capacity. Demonstrated knowledge of foster care systems, permanency planning, and independent living/transition-age youth services. Skills & Competencies Strong supervisory, coaching, and team-leadership skills. Sound clinical judgment in crisis management, risk assessment, and mandated reporting. Working knowledge of relevant state licensing regulations and federal ILP funding requirements (e.g., Chafee). Excellent written and verbal communication skills, including experience reviewing and approving formal documentation. Proficiency with case management software and standard office/productivity software. Valid driver's license and reliable transportation for site visits and community meetings. Working Conditions This position primarily operates in an office setting with regular travel to program sites, court appearances, and community partner locations within [service area].
