The Provider Integrity Manager will manage and direct ADSA's statewide provider integrity program for Medicaid long-term services and supports (LTSS). Under administrative direction, the position plans, implements, evaluates, and continuously improves provider fraud, waste, and abuse (FWA) prevention and monitoring functions. This work requires strong partnerships across ADSA divisions and DHS enterprise program integrity partners. The position directs a multidisciplinary Provider Integrity Team of 19 FTEs, including the Program Integrity Research and Compliance Team, Prepayment Review Team, and Operations and Coordination staff. The incumbent applies expert knowledge of Medicaid LTSS policy, provider requirements, payment systems, and oversight. The position sets strategic direction, ensures work is coordinated across functions and uses data and findings to identify risks and drive policy, system, and operational improvements. The position provides strategic oversight to ensure unit activities are coordinated and findings are leveraged across functions to strengthen Minnesota's Medicaid LTSS system. This includes payment and claims systems, provider compliance, OIG referrals, new Medicaid Management Information System (MMIS) changes, policy clarification, training and technical assistance, and broader operational improvements. All provider integrity activities conducted in this team must be:

+ Documented, consistent, legally defensible, and audit-ready.

+ Aligned with federal and state statutes and DHS policies.

+ Coordinated with ADSA policy processes, payment and MMIS processes, OIG referral processes, and DHS enterprise program integrity strategy.

+ Implemented with attention to equity, due process, service continuity, and impact on people receiving LTSS.

  • Minimum Qualifications
  • Demonstrated leadership experience
  • Leadership experience can include: + Experience as a supervisor, leadworker, team lead, project lead; + Completion of a State of Minnesota leadership program (e.g. ELI, L4); + A paid/unpaid position leading a program or chairing a committee (e.g. ERG)
  • experience must include: + 1+ year of experience identifying issues, goals and strategic actions + 100+ hours per year time commitment AND 4 years of professional work experience with Medicaid LTSS, provider oversight, compliance or program integrity.
Experience must demonstrate the following:

+ Experience with Medicaid LTSS policies, provider standards, or program requirements

+ Leading or supporting compliance, audit, monitoring or payment integrity work

+ Using data or findings to identify risks and inform decisions

+ Working with Medicaid claims, authorization, provider, provider enrollment or eligibility systems

+ Communicating complex findings and recommendations to leadership, staff, or external partners

  • Preferred Qualifications
  • + Experience setting strategic direction for provider integrity, compliance or audit functions.

+ Experience supervising or leading multidisciplinary teams.

+ Experience using analysis findings to drive system, policy, or operational improvements.

+ Experience working with data from MMIS, MnCHOICES, MnITS, MAXIS, METS, or MPSE.

+ Coordinating across programs or organizational partners.

+ Variety of experiences working effectively with others from different backgrounds and cultures
