A Social or Human Services Manager works with and advocates for clients, including children and adults, that have health, mental health or poverty related problems. Runs programs for social service or human services organizations. Meets with community members to assess needs; plans and monitors the effectiveness of programs. Represents service organizations in the community.
Under the general supervision of the Director of Residential Services (DRS), the Youth Shelter Manager (YSM) is responsible for the overall leadership, operation, and regulatory compliance of A Friend's House Runaway and Homeless Youth Shelter. The YSM ensures the provision of safe, structured, and responsive 24-hour emergency shelter and supportive services for youth under age 18 who have run away, have been forced to leave home, cannot safely remain with a parent or guardian, or are experiencing or at risk of homelessness. The YSM provides day-to-day program leadership and oversight of crisis intervention, case management, counseling and supportive services, family engagement and reunification efforts, discharge and aftercare planning, youth programming, and referrals to community-based resources. Services are delivered using a trauma-informed, youth-centered, developmentally appropriate, evidence-based or evidence-informed, and outcome-focused approach, incorporating Positive Youth Development principles that promote safety, stability, healthy relationships, positive decision-making, self-worth, and increasing independence. The YSM ensures staff are trained and prepared to recognize and appropriately respond to youth who have experienced or are at risk of human trafficking, commercial sexual exploitation, sexual or physical abuse, violence, housing instability, and other forms of victimization or trauma. The YSM ensures appropriate screening, safety planning, crisis response, shelter services, mandated reporting, and referrals to specialized services are provided based upon each youth's individual circumstances and needs. The YSM is responsible for ensuring program operations and services comply with the Runaway and Homeless Youth Act, 45 CFR Part 1351, current Family and Youth Services Bureau (FYSB) Basic Center Program requirements, New York State Office of Children and Family Services (OCFS) regulations applicable to Runaway and Homeless Youth Crisis Services Programs, applicable Justice Center requirements, Orange County Youth Bureau requirements, and HONOR policies and procedures. As the program manager of a 24-hour residential program, the YSM provides on-call leadership and must maintain the flexibility necessary to respond to program operations, emergencies, staffing needs, and youth-related concerns, including during evenings and weekends.
QUALIFICATIONS FOR THE POSITION
(Not the Individual's Qualifications) 1. Bachelor's degree in human services, social work, psychology, counseling, criminal justice, education, or a related field; four years of relevant human services experience, including at least two years of supervisory experience. Experience serving runaway, homeless, trafficked, exploited, abused, or other youth in crisis is strongly preferred. 2. Demonstrated knowledge of adolescent development, trauma-informed practice, crisis intervention, family engagement, child abuse and maltreatment reporting, suicide prevention, youth homelessness, and human trafficking prevention and response. 3. Ability to lead a 24-hour residential youth program, maintain adequate staffing and supervision, make sound decisions during crises, and respond in person when program circumstances require. 4. Ability to develop, coach, supervise, and evaluate staff and to ensure completion of required training and adherence to program policies, regulatory standards, and professional expectations. 5. Ability to work collaboratively with youth and families and with law enforcement, child welfare, schools, courts, health and behavioral health providers, substance use treatment providers, anti-human trafficking providers, and other community partners. 6. Strong organizational, documentation, communication, problem-solving, and interpersonal skills, with the ability to maintain accurate records and meet regulatory and grant reporting requirements. 7. Ability to use Microsoft Word, Excel, electronic record systems, and required federal, state, and local reporting systems. 8. Must have and maintain a valid New York State driver's license and meet Agency driving requirements. 9. Must meet all applicable OCFS, Justice Center, criminal history, child abuse/maltreatment registry, and other required background screening standards for employment in the program. 10. Must be able to work in a residential environment where there is potential for occupational exposure to blood or other potentially infectious materials and follow all required universal precautions, PPE, exposure-control, and post-exposure procedures.
Pay:
$65,000.00 - $70,000.00 per year
