As we continue to make strides to becoming the employer of choice, we are thrilled about the below employee benefit enhancements: Virginia Retirement System (VRS) Language Incentive Referral Bonus T uition Assistance Program Description The City of Richmond seeks a skilled and experienced professional responsible for the unclassified position of Human Services Manager - CSA to provide programmatic supervision and administrative coordination of interagency planning and funding of services to at-risk youth and their families pursuant to the Children Service's Act. Incumbent will report to the Director of Social Services and works closely with the Community Policy and Management Team (CPMT). Duties include but are not limited to Overseeing in excess of 25 million dollars of funding for services to youth & their families; Coordinating use of funds for families & children (CSA, Safe and Stable Families, Adoption/Special Needs Adoption, Independent Living, Mental Health Initiative Funds, Title IV-E, Medicaid.); Overseeing the state-mandated Family Assessment & Planning Team (FAPT); Ensuring equitable, consistent & cost-effective interagency planning & funding of services; Working collaboratively across communities to pool resources & develop community-based services; Contract negotiation & monitoring; Coordination of RFP processes as appropriate; Administration of utilization management for quality improvement & outcome measurement; Provides monthly analysis of service provision & state quarterly reports; Acting as the liaison to agency Multi-Disciplinary Teams for the FAPT process; Policy development/implementation; Ensuring compliance with state/local polices & regulations; Preparation of reports for the Community Policy & Management Team & the State Office; Acts as the liaison to the DSS Finance office regarding payment of invoices; Supervises the FAPT Coordinator, Utilization Manager, & Office Support Specialist for the CSA Office. Qualifications, Special Certifications and LicensesMINIMUM TRAINING AND EXPERIENCE
Bachelor's degree in social work, public administration, or psychology Extensive training in Child Services Act (CSA) 5 years of experience interpreting, applying, enforcing/administering CSA policy and procedure 5 years of experience understanding budgets 2 years of supervisory experience An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classificationPREFERRED TRAINING & EXPERIENCE
Familiarity with systems of care for children and families; Working knowledge of Family Decision Making Models; Extensive knowledge of family engagement models; Excellent leadership & management skills; Supervisory experience; Superior customer service in developing/maintaining positive working relationships with internal/external customers; Demonstrated skills in the collection, analysis & evaluation of child specific data; & a proven track record in utilization management/budgetary oversight. Considerable knowledge of relevant applicable state, federal, and municipal laws, regulations, and policies such as the Child Services Act, Foster Care policy, Medicaid funding, state and local budgets, Harmony or similar software. Demonstrated skills in decision-making, oral and written communication. Demonstrated ability to communicate information and ideas so that others understand, creating and fostering a collaborative environment.
