DESCRIPTION & PURPOSE
The Housing Navigator works to understand the unique needs of individuals experiencing homelessness or housing instability, providing critical support, including assistance with housing, food, healthcare, and safety. The Housing Navigator confirms client eligibility, identifies required support services, and develops an individualized housing support plan to help clients achieve stable housing and self-sufficiency.
RESPONSIBILITIES
Conduct outreach and intake for individuals experiencing homelessness, providing culturally relevant, trauma-informed support, advocacy, and guidance throughout the housing process. Assess clients' unique housing needs and barriers, coordinating with necessary support services such as healthcare (including behavioral health), food security, and social services to facilitate eligibility and provide ongoing assistance. Develop individualized housing support plans with clients, supporting them through housing applications, referrals, and placement processes, including assistance with transportation, documentation, interviews, and grievances. Facilitate clients' transitions into housing, including securing funds, moving logistics, and maintaining accurate records of relocation expenses and documentation. Assist clients in securing essential services such as utilities, telephones, identification, and medical needs to support both housing stability and overall well-being. Support tenants in completing housing provider certification/re-certification processes to ensure continued eligibility and housing stability.
Housing Tenancy Support:
Assist clients in understanding and maintaining tenancy responsibilities, including rent payments, lease agreements, and interactions with property managers. Provide guidance on tenant rights and responsibilities to support housing retention and prevent eviction.
Sustaining Housing Stability:
Develop and implement strategies for clients to sustain housing, including connecting them with long-term support services, rental assistance programs, and community resources that promote self-sufficiency. Provide education on household management and offer problem-solving support to address potential tenancy issues before they escalate.
Budgeting and Financial Planning:
Collaborate with clients to develop basic budgeting skills, manage income, and prioritize expenses. Assist with rent payments, utility management, and creating a financial plan that supports long-term housing retention. Provide resources for financial literacy, credit improvement, and debt management. Build and maintain strong working relationships with property managers, leasing agents, and support service providers at housing sites where clients are referred. Keep accurate and up-to-date records in the Homeless Management Information System (HMIS), adhering to client privacy and confidentiality standards. Provide professional, accessible, and culturally relevant support to all program participants, ensuring a trauma-informed, client-centered approach. Stay informed about community resources, especially those addressing acute medical, mental health, and behavioral health needs, including rental assistance programs, food programs, and health services. Participate in Coordinated Entry team meetings and other relevant inter-agency meetings to ensure effective collaboration and communication. Prepare and submit reports as requested by the Supportive Outreach Services Director to ensure compliance with program standards and reporting requirements. Uphold confidentiality, discretion, and professionalism at all times. Encourage clients' independence and self-sufficiency through empowerment and supportive services.
KNOWLEDGE AND ABILITIES
Knowledge Of:
State, federal, and local laws regarding tenant and landlord rights, particularly in relation to affordable housing. Regulations governing housing and homelessness eligibility, particularly within CalAIM and public assistance programs. Case management practices, outreach techniques, and resource navigation, especially for individuals with complex health and behavioral needs. Local social services, housing markets, and community resources for those facing housing instability. Trauma-informed care and person-centered service delivery. Software systems, including Microsoft Office 365, InSync EHR and HMIS, for tracking and reporting client data.
Ability To:
Interpret and apply relevant statutes, regulations, and policies related to housing and social services. Identify complex client needs and barriers, recommending tailored solutions to housing and social service issues. Interview, assess, and provide support to clients facing homelessness, coordinating with multidisciplinary teams. Establish and maintain positive relationships with a diverse client base, property managers, and service providers. Manage time effectively, prioritize tasks, and meet deadlines independently. Work effectively with individuals from diverse social, economic, and ethnic backgrounds, using culturally competent practices. Maintain accurate records and complete reports in a timely and confidential manner.
EDUCATION/EXPERIENCE
High school diploma or GED required; two to four years of related experience in housing navigation, case management, or support services preferred. Two years of experience in office management or administrative support. Experience working with individuals experiencing homelessness or in stressful situations preferred.
CERTIFICATES AND LICENSES
Valid California driver's license required. Ability to pass a background check, drug screening, and provide a DMV driving record.
SPECIALIZED TRAINING AND SKILLS
Proficiency in Microsoft Office 365 (Word, Excel, Outlook). Strong communication, organizational, and time management skills. Ability to be flexible and adaptable to changing client and program needs. Critical thinking and problem-solving skills to assess client needs and develop appropriate solutions.
SALARY & BENEFITS
Starting Hourly Rate:
$21-25/hour, with a minimum of 40 hours per week. Medical, Dental, Vision, and Retirement Benefits are available after the probationary period. Vacation benefits begin after the second year of employment.
