Job Description

SUMMARY Under the direction of a Manager of Community Services, the Provider Relations Specialist is responsible for the development and monitoring of all assigned service categories. Serves as a liaison between service providers, service coordinators, and community partners. This role ensures that services are developed and monitored in accordance with the Lanterman Act, Title 17, Title 22, and Home and Community-Based Services (HCBS) regulations to ensure high quality person-centered services.
ESSENTIAL DUTIES
Comprehensive knowledge of the Lanterman Act, Title 17, Title 22, Department of Developmental Services (DDS) initiatives and directives which include but are not limited to the Quality Incentive Program, Provider Directory, Rate Reform, and Home Community-Based Services (HCBS) requirements and all other applicable regulatory requirements. Develop resources which include but are not limited to analyzing and interpreting data to identify service gaps, writing Request for Proposals (RFP), Letters of Interests (LOI), scoring proposals, tracking and maintaining project milestones and budgets. Conduct and document quality assurance visits to ensure compliance with program standards and regulatory requirements. Provide necessary assistance, training, and technical support to improve service delivery. Communicate updates on new regulations, program changes, and compliance requirements to service providers. Investigates complaints regarding the provision and quality of services and special incidents. Develop written Corrective Action Plans (CAP) and Plans of Correction (POC) for service providers as needed. Monitor service provider implementation and compliance with written CAP or POC. Assist and collaborate with service providers, case management, and other agency departments to solve complex cases. Participates and presents in meetings, training, and community engagement activities.

ENVIRONMENT/PHYSICAL ACTIVITY
The incumbent is in a non-confined setting in which they are free to move about at will. The environment for this position is mostly clean and comfortable but may include some minor annoyances such as noise, odors, drafts, etc. In addition, the incumbent may spend time at group homes and other community facilities. The incumbent may be exposed to volatile and emotional individuals and their families. In the course of performing this work, the incumbent will also be required to travel via personal vehicle or public transportation to potential sites to be developed, other facilities, group homes, service providers, and community locations as needed.
The incumbent:
Will spend time sitting, utilizing the computer. Will spend time standing/walking throughout the facilities, group homes, and other provider sites. May lift up to 15 lbs. periodically. If more, the incumbent must request assistance. May stoop or stretch to access file cabinets and shelves. May be grabbed, pushed or hit by an individual served. The individual in this position may operate any standard office equipment including telephones, copy machines, scanning equipment, computer peripheral equipment, etc. Computer software may include any or all of the following: Microsoft Office including Word, Outlook, and Excel Virtual Chart Abode Acrobat Laserfiche Video Teleconferencing Platforms (Zoom, MS Teams, etc.) The incumbent must be able to perform this job safely, without endangering the health or safety of themselves or others. POSITION REQUIREMENTS
These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this job. Individual abilities may result in some deviation from these guidelines. To perform effectively in this position, the incumbent must have: A bachelor's degree in psychology, social work or similar human services discipline. A related master's degree is preferred. Five or more years of experience in programs providing direct services to individuals with developmental disabilities Experience working with families from diverse cultural, linguistic and socioeconomic backgrounds. An understanding of family systems and human dynamics, and knowledge of developmental disabilities. In depth knowledge of community resources available to support the needs of children, adolescents, and adults e.g. Department of Rehabilitation (DOR), Department of Children and Family Services (DCFS), Institution for Mental Disease (IMD), In Home Supportive Services (IHSS). Excellent oral and written communication skills including the ability to analyze data and write clear and concise reports, develop presentations for Harbor staff and various stakeholders, provide feedback regarding written program designs, and write reports that may be utilized in legal proceedings within the legal system. Strong problem-solving skills and demonstrated ability to apply independent judgment in critical situations Develop and implement solutions to address concerns expressed by the community regarding existing service providers and new programs in development. Effectively manage multiple projects and work collaboratively with multi-disciplinary team members, including individuals with developmental disabilities, family members, service providers and staff. Ability to be flexible and work in a changing environment including occasional evenings, nights and weekends. Current California driver's license and state-required insurance required when using personal vehicle on Center business and a driving record acceptable to the organization and/or its insurance carrier. Knowledge of emergency procedures of the Regional Center. Ability to model positive behaviors and Regional Center values.
Starting Salary Range:
$67,850 - $75,504 Equal Opportunity Employer
