EMPLOYEE ASSISTANCE CONSULTANT
Health & Human Services Department About the
City of Portland Health & Human Services:
The Health & Human Services Department consists of four unique divisions; Barron Center, Elder Affairs, Public Health, and Social Services. We strive to enhance the health and well-being of the residents of Portland in collaboration with our community, state, and federal partners. Job Summary The Health & Human Services Department is seeking a highly talented individual who will be able to conduct a needs assessment of Employee Assistance Programming for members of HHS.
Duties & Responsibilities:
Conduct a needs assessment across the divisions of public health, social services, office of elder affairs and the Barron Center to make recommendations for EAP support. Explore the development and implementation of a Peer Support team. Develop and implement training materials to address critical incident response and ongoing, non-critical job related stress.
Required Skills & Experience:
Demonstrated knowledge of occupational hazards in human services and the distinctions between standard job burnout, vicarious/secondary trauma, and compassion fatigue. Minimum of 5-7 years of experience consulting on employee wellness or EAP strategies, with at least 3 years specifically serving public sector, healthcare, or human service agencies. Proven track record of developing trauma-informed organizational wellness strategies, particularly addressing preventative care, peer-support models, vicarious trauma and critical incident response. Capability in crafting internal communication and outreach strategies that explicitly address and solve confidentiality concerns. Must have strong ability to communicate effectively, while maintaining objectivity and confidentiality in the performance of duties.
Preferred Qualifications:
LCSW or LCPC strongly preferred.
Expected Hours/Schedule:
15-20 hours weekly Applications accepted until October 2nd, 2026. Offers of employment are contingent upon the completion of a satisfactory criminal background check.
Salary:
This is a non benefit eligible, contract position, with a limited duration. The salary for this position is $45/hourly.
