Program Overview :
Housing is Recovery is a program to prevent persons with serious mental illness at high risk of unnecessary institutionalization. Or persons with substance use disorder at high risk of overdose due to homelessness, a lack of access to recovery support services and repeat cycles of hospitalizations or justice system involvement from being institutionalized or dying. This goal will be accomplished by enabling affordable housing using a bridge rental subsidy combined with access to recovery support services or treatment. VOA Illinois' Restorative Housing Program will address the housing needs of forensic consumers remanded for outpatient treatment by Illinois County Courts to IDHS under statutes finding them Unfit to Stand Trial or Not Guilty by Reason of Insanity. A lack of stable housing often presents a barrier to placement and successful, ongoing engagement for these clients when placed with an outpatient fitness restoration provider. Expanded assistance in addressing housing needs will have a positive impact on these individuals and their continuation in treatment and fitness education. This program will provide these individuals with immediate temporary housing and pre-tenancy support during the housing location process. Providers will maintain ongoing communication with the outpatient fitness restoration provider(s) on progress establishing housing for participants and participants' ongoing participation in this program.

Housing navigation and placement assistance to help participants locate safe, affordable housing Personalized service plans developed for participants Connections to community resources including healthcare, employment services, and financial assistance Landlord engagement and housing advocacy to expand housing opportunities Housing stability support including case management, referrals, and ongoing service coordination Outreach and partnerships with community organizations and local Veteran service providers Education and guidance on tenant rights, housing resources, and long-term housing stability Our goal is to help individuals achieve safe and stable housing, strengthen self-sufficiency, and successfully overcome housing instability so they can thrive in their communities.
Position Summary:
The Housing Coordinator plays a critical role in helping individuals access and maintain stable housing. They are responsible for providing strength-based, client-centered, relationship- driven and family-focused services and interventions to individuals or families served by VOA Illinois. More specifically, the Housing Coordinator ensures individuals served have safe, sanitary, and affordable housing available. This position reports to the Program Manager.
What You'll Do:
Coordinates with other supportive services aimed at providing support to individuals who are homeless or at risk of becoming homeless that are experiencing mental health barriers Participates in community-wide efforts to eliminate homelessness. Provides housing supportive service to program participants, including ensuring referrals are made to appropriate housing facilities that meet quality and safety standards, and ensuring all inspection requirements are met. Complete HUD inspections and assists with HAP contracts with landlords/property management agencies. Assists in meeting goals and exceeding standards of compliance for appropriate, safe, stable housing for program participants. Works with team members in providing resources and support to the individuals enrolled in the program. Evaluates each participant to determine what types of supportive housing services are needed in order to obtain self-sufficiency and remain in or acquire permanent housing. Completes housing inspections when appropriate, serving as a "subject matter expert" on housing issues as related to fair housing, affordable housing, and tenant and landlord rights and requirements. Engages and recruits' potential landlords and establish productive relationships for the purpose of establishing a portfolio of safe and affordable housing options. Participates and assists with the facilitation of housing events including landlord seminars and housing resource fairs. Coordinates with program manager to develop innovative projects and programs designed to transition individuals into permanent, safe and affordable housing. Researches demographic and community housing data to forecast trends for potential programs. Delivers services with sensitivity to the participants' cultural and socioeconomic characteristics and engages participants with respect even when holding them accountable for their own outcomes. Represents the interests of the agency, the program and the program participants in all activities including city, state and national forums and coalitions. Engages in information sharing and seeks opportunities to improve VOA Illinois. Upholds the mission and values of VOA Illinois at all times.
Work Environment & Schedule:
Full-time, in-office position averaging 40 hours per week. Eligible for at least one remote workday per week after Initial Training Period of 6 months. Travel throughout assigned service areas and surrounding counties including Kane, Will and Cook. Ability to lift up to 50 lbs. Physical demands include sedentary work, computer use, and frequent communication with clients, colleagues, and partners involved in client support. Must be able to travel within the community, transport clients when necessary, and assist clients in and out of vehicles
Qualifications Required:
Bachelor's degree Familiarity with subsidized and market -rate rental housing in the Kane, Will and Cook County areas Experience working with community resources, housing providers, or service organizations that support housing stability Valid driver's license, vehicle insurance, and reliable transportation during work hours Proficiency in Microsoft Office, including spreadsheets, databases, and reporting tools Strong English reading, writing, and verbal communication skills Excellent organizational, problem-solving, customer service, and multitasking skills Ability to communicate effectively with diverse staff, residents, and partners
Preferred:
Bachelor's degree in the Human Services field At least 2 years of experience working with low-income or homeless populations in supportive housing services, property management, or a related field
