Full Job Description Position Description:
Agency Purpose/Mission:
Roy Maas Youth Alternatives (RMYA) creates brighter futures for children, youth, and families in crisis by fostering healing, healthy relationships and individual growth in a safe environment. RMYA provides treatment programs for traumatized children who most often are victims of sexual, physical, and/or emotional abuse. RMYA supports using trauma-informed techniques and relationship-based approaches to create a safe environment that provides consistency, structure, and caring for the children we serve.
Job Summary:
RMYA's Street Outreach Specialist provides intensive Street Outreach and case management to youth under 18 who are homeless/at risk of being homeless, and/or who are victims of/at risk for commercial sexual exploitation and human trafficking. The Street Outreach Specialist works directly with RMYA's Bridge Emergency Shelter team and collaborates with the City of San Antonio Outreach Team when visiting encampments. The Specialist builds relationships with local shelters, referral partners, anti-trafficking alliances, law enforcement and the local Continuum of Care (CoC).
Essential Duties/Responsibilities:
Conducts street outreach to engage youth under 18 using TBRI to establish trust and maintain a consistent, safe presence to guide youth to appropriate safety and services. Provides intensive individual case management through identifying youth needs, completing a youth safety plan and personally arranging, coordinating, monitoring, evaluating, and advocating with youth to receive excellent services and providing viable referrals to meet the youth where they are. Works directly with the RMYA Bridge Emergency Shelter, other San Antonio shelters such as Corazon Ministries, and the San Antonio Police Department (SAPD) to get youth off the street and into safe shelter. Partners with the City of San Antonio's Outreach team to visit encampments to engage with youth under 18. Builds and sustains referral relationships with schools and government agencies to strengthen youth identification and engagement pathways. Implements RMYA's National Safe Place Contract, including site visits, database reporting, monthly metrics reporting, and materials distribution. Administers evidence-based screening tools directly with youth in the field, including CSE-IT, the Adverse Childhood Experiences (ACEs) survey, the Strengths & Difficulties Questionnaire, and the Resilience Questionnaire. Completes and maintains all required case management documentation, including HMIS, CSE-IT and Apricot 360 data entry, ensuring accuracy and compliance with funder and regulatory standards. Ensures case management data quality and reporting. Follows RMYA's field safety protocols, including check-in procedures and situational awareness for encampment, community, and trafficking-related encounters, and helps refine these protocols based on field experience. Visits youth gathering points such as the library to engage with youth and provide information and resources. Provides basic needs items

Refers youth 18 and over to appropriate referral partners including RMYA's Turning Point transitional housing program, Thrive Youth Center and the CoC's[JM1.1][JB1.2] Coordinated Entry. As a mandated reporter, immediately reports any suspicion of child abuse or neglect in accordance with Texas law and RMYA policy. Ensures the outreach program meets its grant-funded goal of providing intensive case management to at least 10 RHY within the priority ages 5-17 annually. Develops and monitors program budget in coordination with Supervisor. Maintain compliance with all RMYA training requirements, DFPS, T3C, SSCC and COA policies and procedures and with all federal, state and local laws.

Required Qualifications:
Education and experience: Bachelor's degree plus a minimum of 1-year relevant experience, or 3+ years of experience in street outreach, homeless services or victim services, including with youth who have experienced commercial sexual exploitation or human trafficking. Ability to become quickly proficient in Trust Based Relational Intervention (TBRI), Apricot 360, HMIS and the CSE-IT screening tool. Proficiency with Microsoft Office. Ability to work a flexible schedule, including evenings, and on-call work during severe weather conditions. Reliable transportation.
Certification/Licenses:
Valid Texas driver's license. Must have and maintain acceptable driving record. Successful clearance of Department of Family and Protective Services licensing background checks, (to include fingerprinting and drug testing) and maintenance of cleared status.

Physical Requirements:
This role requires regular travel throughout San Antonio, including to outdoor encampments and community sites in varying weather conditions, as well as attendance at partner meetings and coalitions across the city. Work may occur during evening hours, with on-call availability for high-risk field situations. The specialist must be able to walk extended distances over uneven terrain, lift and carry outreach materials/supplies (up to 25 lbs.), and safely operate a motor vehicle.
Work Environment:
Willingness to work flexible hours, including evenings, weekends, and holidays. Shifts in environmental conditions i.e., hot, cold, outdoor, indoor, dry, humid, noise, congested areas. Fast-paced work using sensory demands i.e., hearing, vision, speech, spatial perception; dealing with multiple, complex, and repetitive tasks, working under pressure and deadlines. May be requested to work overtime and weekends for special program events.
Work Authorization/Security Clearance Requirements:
Successful clearance of Department of Family and Protective Services licensing background checks, (to include fingerprinting and drug testing) and maintenance of status providing ability to be present at an operation.
