POSITION SUMMARY
This
FULL-TIME
Family Services Specialist position is located in Newport News, VA, and pays $28.00 per hour. This role provides critical support to the Community and Family Development team to help manage casework demands and maintain continuity of services for families participating in the TOP program. The Family Services Specialist is responsible for delivering in-home services, coordinating case management activities, and supporting families through education, resources, and service referrals that promote family stability and child well-being. This position requires driving a city vehicle and conducting in-home visits as part of direct service delivery. The role plays an important part in ensuring the team maintains program enrollment expectations while continuing to accept and serve family referrals. The Family Services Specialist works closely with families to assess needs, coordinate services, and support positive outcomes while maintaining compliance with program standards and departmental policies. Additional job duties may be assigned as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Manage and coordinate case management services for assigned families, including assessing needs, developing service plans, and connecting families with appropriate resources and support programs. Conduct home visits using a city vehicle to deliver services, monitor family progress, and ensure the health, safety, and well-being of children and family members. Evaluate family needs and coordinate referrals for community resources, public assistance programs, and supportive services. Maintain a working knowledge of federal, state, and local regulations that impact human service programs and ensure services are delivered in compliance with applicable guidelines. Maintain accurate, timely, and confidential case documentation, reports, and program records in accordance with departmental standards. Support program enrollment goals by assisting with intake, assessments, and the coordination of new referrals. Communicate effectively with families, colleagues, and community partners to coordinate services and address family needs. Participate in team meetings, supervision sessions, and other required program activities. Provide high-quality customer service to families by ensuring services meet established standards and by monitoring satisfaction and service outcomes. Plan and organize daily activities to manage caseload responsibilities and meet strict program deadlines. Prepare reports, summaries, and documentation related to case activities, family progress, and service outcomes. Collaborate with supervisors and team members to ensure efficient program operations and service delivery. Perform other related duties as assigned.
REQUIRED SKILLS/ABILITIES
Knowledge of social work and human services principles and practices, including federal, state, and local regulations affecting human service programs. Knowledge of social and economic trends that impact the delivery of human services and family support programs. Knowledge of case management techniques, principles, and practices used to coordinate and evaluate services for individuals and families. Strong customer service skills, including the ability to establish and maintain quality service standards and evaluate service satisfaction. Excellent time management and organizational skills with the ability to prioritize tasks and meet strict deadlines. Excellent verbal and written communication skills with the ability to clearly explain complex information and prepare reports, policies, and documentation. Ability to listen carefully and understand information presented verbally and in writing. Ability to work independently while maintaining collaboration with supervisors and team members. Ability to safely conduct in-home visits and maintain professional boundaries when working with families.
EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor's Degree required (Social Work, Human Services, Child Development, or a related field preferred). Prior experience in case management, social services, human services programs, or family support services preferred. Valid driver's license required and ability to operate a city vehicle to conduct home visits .
PHYSICAL REQUIREMENTS
Monday - Friday, 8:00am-5:00pm - must be flexible for home visits Ability to travel locally to conduct home visits. Must have a clean driving record. Prolonged periods of sitting for documentation and administrative tasks. Ability to navigate various home environments safely. Ability to lift and carry materials or files as needed.
