Job Duties and Preferred Qualifications :
Help Families Build a Brighter Future as a Family Self‑Sufficiency (FSS) Specialist The Family Self‑Sufficiency (FSS) Program supports Housing Choice Voucher (HCV) families as they work to increase their income, grow their financial stability, and achieve greater independence. The City of Virginia Beach is seeking a passionate, resourceful FSS Specialist to join our team and help families reach their goals. In this impactful role, you'll connect families to education, employment, and supportive services; coordinate community partnerships; and guide participants through personalized plans toward self‑sufficiency. You'll work with purpose and autonomy while contributing to a program that makes a measurable difference in the lives of Virginia Beach residents.
What You'll Do:
Lead and coordinate all FSS program activities for HCV participants Build strong relationships with service providers and create resource linkages that support economic stability, upward mobility, and improved quality of life Ensure services honor the dignity, goals, and potential of every family served Design, implement, and support employment, educational, recreational, and social activities for participants Counsel families as needed to identify needs and set meaningful self‑sufficiency goals Develop, update, and monitor Individual Service Plans Conduct outreach to grow program participation and strengthen community awareness Provide effective case management services and maintain accurate, organized participant files Lead monthly life skills workshops and other program engagement opportunities Monitor and reconcile participant escrow accounts and ensure accurate monthly credits Prepare reports, track key performance measures, and recommend program improvements Develop marketing strategies to increase program visibility and participation Assist with grant writing, HUD NOFA submissions, and regulatory updates Represent the City at job fairs, conferences, regional meetings, and partner events using personal transportation as required Recruit members for the
FSS Program Coordinating Committee Certification Requirement:
FSS Certification from an approved training entity must be obtained within 12 months of employment in accordance with HUD and agency standards. Why Join Us? Minimum Qualifications:
Requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills, and abilities. Relevant fields may include housing, property management, real estate, financial or housing counseling, loan processing, or related areas. Must include at least one (1) year of demonstrated supervisory or leadership experience. Some positions may require obtaining a Housing Choice Voucher (HCV) Program Specialist Certification within one year of employment. May be required to have a current and valid driver's license for some positions.
Special Requirements:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

E VRS Contribution :
All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
