ABOUT THE POSITION
The Certified Alcohol and Drug Counselor plays a hands-on role in providing quality outpatient substance use disorder services to adults. This position is ideal for a counselor who enjoys working directly with clients, facilitating groups, managing an assigned caseload, and helping clients move through treatment from intake through discharge. The counselor will work closely with Horizons Behavioral Health leadership and other team members to maintain quality client care, complete required documentation, and support compliance with applicable California Department of Health Care Services requirements, Health and Safety Code §11830, Title 9 requirements, HIPAA, and confidentiality standards.
WHAT YOU WILL DO
Group Counseling and Client Services Facilitate structured substance use disorder group counseling sessions based on client needs and established treatment plans. Conduct client assessments and assist with the development of individualized treatment goals. Monitor client participation, progress, and treatment needs. Provide a supportive, professional, and structured environment for clients receiving outpatient SUD services. Client Intakes and Caseload Management Manage an assigned caseload and maintain appropriate follow-up with clients. Conduct new client intakes, assessments, orientations, and other admission activities. Develop and maintain treatment plans for assigned clients. Coordinate ongoing treatment needs and continuity of care. Complete discharge planning and required discharge documentation. Documentation and Compliance Complete progress notes, assessments, treatment plans, discharge summaries, and other required clinical documentation within established timelines. Maintain accurate and complete client records. Review client files for completeness, accuracy, and compliance. Follow DHCS standards, HIPAA requirements, confidentiality laws, and applicable State of California requirements. Maintain knowledge of applicable standards and best practices related to substance use disorder treatment. Participate in quality assurance activities, licensing reviews, audits, and corrective action activities when needed. Team and Program Collaboration Work with the Founder & CEO and program leadership to support the continued development of the outpatient program. Participate in case discussions, staff meetings, trainings, and program planning. Coordinate with referral partners, community providers, and client families when appropriate and authorized. Support treatment curricula, program processes, and quality improvement efforts. Participate in community outreach or other program activities when needed.
REQUIRED QUALIFICATIONS
Applicants must meet the following requirements: Current certification or credential as a substance use disorder counselor through a California-recognized certifying organization, including CCAPP, CADTP, CAADE, or another credential that satisfies applicable State of California requirements for this position. Knowledge of California DHCS Alcohol and Other Drug program standards. Experience providing substance use disorder counseling services. Experience facilitating groups in a substance use disorder treatment setting. Experience working with adults receiving outpatient SUD treatment. Understanding of treatment planning, progress notes, assessments, discharge planning, and clinical documentation. Knowledge of confidentiality, professional ethics, and legal responsibilities associated with client care. Ability to manage an assigned caseload and complete documentation within required timelines. Ability to work independently while remaining part of a collaborative treatment team. Ability to reliably report to our Sacramento facility near Florin Road and Highway 99 during scheduled work hours.
PREFERRED QUALIFICATIONS
Preference will be given to candidates with: A degree in psychology, counseling, social work, behavioral health, or a related field. Experience with electronic health record systems and electronic clinical documentation. Experience working within Medi-Cal-funded behavioral health or substance use disorder programs. Bilingual or multilingual skills. Previous experience working in a California-certified outpatient SUD treatment program.
SCHEDULE AND WORK ENVIRONMENT
Group counseling, client intakes, assessments, and other direct client services are performed in person at our Sacramento facility near Florin Road and Highway 99.
CONTRACTOR STATUS
This position is structured as an independent contractor role and does not include employee benefits such as health insurance, paid time off, holiday pay, retirement benefits, unemployment insurance, or workers' compensation benefits provided to employees. The contractor is responsible for applicable taxes and obligations associated with independent contractor status.
