SUMMARY:
This is a professional level position assigned to the Community Intensive Supervision Project (CISP) of the Court of Common Pleas of Allegheny County, Family Division, Juvenile Section. The Substance Abuse Counselor is responsible for providing direct drug and alcohol intervention services to youth placed in the Community Intensive Supervision Program, ensuring that substance abuse prevention services are made available to the public and transporting youth or family members as required. This individual's responsibilities require initiative, excellent organizational skills, flexibility, and well-honed interpersonal skills to accomplish assignments. This individual is expected to work independently within the responsibilities of the position, under general supervision.
QUALIFICATION REQUIREMENTS
The incumbent must have achieved and possess an educational level of completion of a master's degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in the human services) or other related field which includes a practicum in a health or human service agency, preferably in a drug and alcohol setting; or a Bachelor's degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing with a clinical specialty in the human services and (2) years of clinical and/or relevant experience in a drug and alcohol setting. Drug and alcohol education Counseling experience Excellent interpersonal, organizational, and writing skills Ability to work independently with minimal supervision Must be able to work effectively and maintain professional boundaries with delinquent male youth General computer proficiency, Word/Excel competence Ability to work varying shifts, mostly evening hours, including weekends Range of hearing/vision sufficient to maintain daily record keeping under fast paced office condition Ability to listen to and clearly communicate with clients, coworkers, and various other parties Must be able to make professional judgment decisions and adapt to changing work situations Must be able to grasp and apply new ideas Ability to manage multiple priorities/tasks Must be able to transport self/clients and travel between office sites and to various locations throughout the county, i.e., schools, community-based agencies, drug & alcohol placements, community sites, training sites, etc., as required. Must be able to deal with stress associated with position/environment

LICENSERE QUIREMENTS
Possession of a valid Pennsylvania driver's license, the use of an automobile during working hours and proof of valid car insurance required
ESSENTIAL DUTIES & RESPONSIBILITIES
Ability to drive - MUST possess a valid Pennsylvania driver's license and insurance Oral and written communication skills Ability to document using the computer systems Ability to report to work on a consistent basis to ensure efficient operation of policies, procedures and protocols Facilitating intervention group with CISP youth Facilitating parent education groups with CISP parents Conducting individual/group counseling with CISP youth Assessing youth/family according to CISP established guidelines and procedures Conducting drug and alcohol related intervention groups Conducting family interventions in conjunction with the CISP case manager Conducting group sessions with CISP youth that address substance abuse issues on three levels CISP youth; the youth's family; the youth's neighborhood Conducting prevention activities in the community and document Participating in the development of drug/alcohol intervention strategies and new programming Participating in the development of individual action plans Attending training/workshops as directed Providing CISP center coverage when required Maintain youth treatment files Maintain drug treatment supplies Maintain monthly drug testing statistics Interpret drug and alcohol results and provide technical feedback Completing additional assignments in a timely and accurate manner Assisting/substituting in other areas as needed
