Job Description

DEFINITION
Under the general direction of the assigned HHS Deputy Director and specific supervision of the Families Intensive Response Strengthening Team (FIRST) Supervisor, provides casework with complex individual and family problems; providing an array of Social Work and case management assessment and intervention services including counseling (family, parental, child), crisis services, concrete supports, and effective linkages to other needed services for children and families receiving FIRST services. Function as part of the FIRST team and work closely with agency and community partners with a goal of preventing/reducing the need for out-of-home placement of children/youth, as well as provision of prevention/early intervention services to both young children and youth at risk of entering the Child Welfare, Juvenile Probation, Mental Health, or CalWORKs systems.

Duties may include, but are not limited to, the following: Within scope of practice and as a member of the FIRST team including family partners and other treatment team members as chosen by the family, using the principles of wraparound, Provides an array of strength-based family-driven services in the home, school and community settings for children/youth and their families Provides psychosocial assessment, assist families in identifying and accessing resources, clinical treatments, and other services to promote the child/youth functioning successfully in the home, school and community Performs services as part of a Child and Family Team and in coordination with a wide variety of agencies and community supports Identify needs that are culturally sensitive and identify the supports already in place for the family Regularly participate in, as well as at times facilitate Child and Family Team meetings to address conflict and or other family issues relevant to the individual family dynamics Participates in the development of appropriate family treatment plans that are culturally sensitive and meet the specific needs and strengths of the family Provides 24-hour crisis response services in a rotation with other staff for youth and families, as well as aging services programming Participates in family meetings, staff meetings, interagency case conferences, peer review, training and quality assurance activities Maintains documentation in a timely manner and in accordance with local, state, and federal laws and regulations Does related work as required. The Social Worker I classification is an entry level/trainee position that works under close supervision of the assigned supervisor. The Social Worker II classification is distinguished from the Social Worker I position as it is a journey level position that provides services with more independence under general supervision of the assigned supervisor. EDUCATION and
EXPERIENCE
Social Worker I:
Path I :
Graduation from an accredited four-year college or university;
OR Path II:
Successful completion of thirty (30) college semester units from an accredited college or university, including fifteen (15) units in social welfare, social/human services, sociology, or other social or behavioral science.
  • AND One (1) year of full-time experience in the Social Service Aide, Rehabilitation Specialist, Health and Human Services Specialist IV, or comparable classification; OR Three (3) years of full-time experience interacting with children or adults providing direct services in a private or public agency
Social Worker II:
Path I :
One (1) year of full-time experience performing entry level social work case management in the Social Worker I classification;
OR Path II:
One (1) year of full-time social work case management experience
  • and thirty (30) college semester units (45 quarter units) from an accredited college or university, including fifteen (15 semester units (22 quarter units) in social welfare, social/human services, sociology, or other social or behavioral science
  • Examples of acceptable social or behavioral science courses include: anthropology, criminal justice, education, ethnic studies, history, human development, law, human services, nursing, nutrition, psychology, public health, social welfare, sociology, welfare, women's studies.
  • Qualifying social work case management includes direct case work management, such as: assessment, evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan, modification of case plans as needed/required; and authority to impose sanctions or implement action that impact services.
KNOWLEDGE OF
Methods of effective engagement and rapport-building and intervention strategies with difficult clients, human service employees, and agencies involved with same clientele Principles of interviewing and problem-solving and intervening with persons with addictions and/or mental health issues Effective collaborative relationship-building Effective crisis intervention and proactive crisis planning techniques
ABILITY TO
Understand and learn the agency program, policies, and procedures Obtain facts and recognize the relevant and significant consideration Organize and maintain work detail Relate and work well with agency staff, clients, and staff from other agencies Speak and write effectively Knowledge of the current principles and best practice models of assessment and treatment, including but not limited to resiliency, recovery, and wraparound principles Culturally appropriate family treatment models Contemporary principles of crisis intervention Quality assurance practices and quality improvement methods Ability to provide evaluation of appropriate services offered in a variety of treatment settings Ability to work as part of a family-driven multidisciplinary team and to participate in shared decision-making and problem-solving Ability to interact professionally and respectfully with families including difficult, hostile or distressed individuals Act effectively in stressful situation Ability to coordinate training experiences and interact effectively with a variety of agency partners both within and outside of Health and Human Services Must have ability to sit for prolonged periods of time Produce written documentation by hand or computer Stand, walk, climb and descend stairs, twist, and lift and carry up to 25 pounds Use a telephone Drive a motor vehicle Bilingual (English-Spanish) desired
SPECIAL REQUIREMENTS
Position may require pre-employment drug testing, physical and fingerprinting for a background investigation. You may be required to drive a motor vehicle in the course of employment and must possess a valid operator's license issued by the State Department of Motor Vehicles. Position may be required to serve as a Disaster Service Worker during a County emergency

WORK LOCATION
: The County of Inyo has work sites located throughout the Owens Valley (Independence, Bishop, Lone Pine, Big Pine, and Olancha) and the Death Valley area (Death Valley, Tecopa, and Shoshone). All Inyo County positions are considered Countywide. Positions are assigned to a work site based upon the needs of the County. Positions may be temporarily or permanently reassigned to another work site as deemed necessary by the Department Head and/or County Administration.
