JOB DESCRIPTION
Performs advanced consultative services and technical assistance to election officials statewide in addition to advanced administrative and technical support for election-related state and federal funding sources appropriated and available to be appropriated to the Secretary of State's Office.
  • Must possess strong communication skills and abilities to handle multiple priorities, including time management and prioritization skills, and work efficiently.
  • Must be able to work under general supervision, with moderate latitude for the use of initiative and independent judgement.
EXAMPLES OF WORK PERFORMED
  • Acts as both administrative and technical support for election officials across the state in the areas of troubleshooting, training, and other detail-oriented projects related to elections funds management
  • Timely respond to calls and correspondence from county personnel and state party representatives regarding state and federal elections funding.
  • Assists in developing policy and procedure manuals, training materials, and preparing justifications for the implementation of procedural or policy changes.
  • Assists with the development and maintenance processes for funding applications and expenditure/reimbursement reviews.
  • Audits accounting and financial documents for accuracy and compliance with policies and procedures and with state and federal statutes
  • Processes applications and payment requests; request additional documentation as needed to substantiate payment request.
  • Maintains knowledge of state and federal guidelines regarding elections funding and grant management.
  • Performs compliance reviews and monitor funding recipients.
  • Supports development of systems for budget application and reimbursement.
  • Performs related work as assigned.
REQUIRED QUALIFICATIONS
  • Graduation from an accredited four-year college or university with major course work in accounting is preferred. Experience and education may be substituted for one another.
  • A minimum of three (3) years combined experience in grant administration, accounting, auditing, and technical assistance.
  • Working knowledge of Microsoft Word, Excel, PowerPoint and Access.

PREFERRED QUALIFICATIONS
  • Degree in business administration, finance, or related field.
  • Experience with state/local government, elections, accounting/auditing.
  • Experience with general ledger accounting and financial operations
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of automated financial systems
  • Knowledge of generally accepted accounting principles and procedures
  • Ability to communicate effectively both orally and in writing.
  • Ability to analyze, interpret, compile data, and pay close attention to detail.
  • Ability to work under pressure and meet deadlines.
  • Skill in use of personal computers and software, including developing and maintaining computerized database applications (Word, Excel, PowerPoint, and Access).
  • Ability to set up and maintain complex filing and tracking systems.
  • Skill in scheduling and coordinating meetings.
  • Ability to work independently and operate effectively within established guidelines.
  • Ability to work as a member of a team and be an effective team player.
  • Ability to evaluate, interpret, develop, and prepare pertinent accounting data and reports in a clear and concise manner
  • Must be willing to work overtime as required.
