Knowledge of and skill in applying laws and regulions governing accounting, travel pay, disbursing/collecting, resource management, debt management, system administrion and the management internal control program. 2. Ability to establish and maintain effective relionships with and gain the cooperion of various levels of management within the federal and/or prive sector. 3. Knowledge of budget and procurement regulions and practices. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organizion. 5.
