Job Description

The City of La Quinta is excited to announce an opportunity for a Technology Manager in the City Manager's Office. This position will provide strategic leadership, technical expertise, and administrative direction for all technology operations. Under the guidance of the Department Director, you will serve as the City's lead on technology systems, cybersecurity, infrastructure planning, and vendor management, ensuring that every solution aligns with organizational goals. The Technology Manager is an exempt position overseeing the City's Information Technology Division, including audiovisual operations, IT contracts, and contracted staff. This role ensures the secure and efficient delivery of technology systems, infrastructure, and services while providing organizational decision-making and leadership. Key responsibilities include managing network and systems infrastructure, administering enterprise applications, ensuring cybersecurity and regulatory compliance, and directing the work of staff and contractors.
ESSENTIAL DUTIES
Administers and monitors the division's budget, including allocating resources and approving expenditures. Assesses organizational technology needs and recommends innovative solutions. Evaluates emerging technologies for applicability and organizational benefits. Attends required meetings with the department director, City Manager, other city departments, other regulatory entities, public boards, and commissions; provides responsible staff assistance to executive management. Collaborates with City departments to identify technology needs and solutions. Researches and responds to inquiries. Conducts and coordinates audits, risk assessments, and ensures compliance with governmental requirements. Conducts special studies, analysis, and projects within the assigned division as requested; makes recommendations. Creates presentations with external parties and agencies; acts as a representative of the City, as necessary. Develops, recommends, and implements IT planning and technology roadmaps. Defines and communicates the IT vision, direction, and organizational changes to stakeholders. Manages relationships with external consultants, contractors, and vendors. Oversees the assignment and work of contracted staff, ensuring technology operations. Negotiates, evaluates, and manages technology vendors and service providers. Oversees and conducts the procurement of technology equipment, software, and services. Oversees and evaluates the development and implementation of programs, operations, contracts, and objectives for the division; coordinates activities and functions with other divisions and departments; creates and maintains operational reports and statistics. Provides design input and administration to City IT systems and programs, including networks, cyber security, telecommunications, servers, applications, and other areas. Provides input to executive management in developing and implementing policies, codes, and procedures. Researches, negotiates, and responds to complex and elevated issues and complaints. Reviews, prepares, and presents reports, agenda items, and other official correspondence for City Council and/or assigned boards/commissions. Performs related duties as assigned. Essential duties represent only the core areas of responsibilities; specific position assignments will vary depending on the department's needs.MINIMUM QUALIFICATIONS
Education and Experience Bachelor's degree and five (5) years of experience, including lead/supervisory experience related to technology services; or an equivalent combination of education and experience sufficient to successfully perform the job's essential duties. Licensing/Certifications Valid Class "C" California driver's license required.KNOWLEDGE OF
