Job Description
Introduction The Maryland Insurance Administration (MIA) is\r\nan independent State agency that regulates Maryland's $46 billion insurance\r\nindustry and protects consumers by monitoring and enforcing insurers' and\r\ninsurance professionals' compliance with State law.� Through the diligence\r\nof a highly professional staff of market analysts, financial analysts,\r\naccountants, lawyers, law enforcement officers, actuaries, complaint\r\ninvestigators, and others, the MIA works to facilitate a strong and competitive\r\ninsurance marketplace where consumers are well informed and treated\r\nfairly.� Staff members are subject matter experts who serve as a resource\r\nfor lawmakers, consumers, and other public and private entities.�\r\n�\r\nThe MIA is charged with a broad range of\r\nresponsibilities including the licensure of insurance carriers and insurance\r\nproducers (brokers/agents) operating in Maryland, the conduct of financial\r\nexaminations of companies to monitor financial solvency, and the review and\r\napproval of rates and contract forms. The MIA investigates reports of consumer\r\nfraud and consumer complaints about life, health, automobile, homeowners,\r\nand/or property insurance.� Insurance carriers are subject to market\r\nconduct examinations and other actions to monitor compliance with Maryland\r\nlaw.� The MIA also has a unit dedicated to consumer education and\r\noutreach, which participates in hundreds of events and reaches thousands of\r\nindividual consumers annually.\r\n�\r\n• This is a Management\r\nService position that serves at the pleasure of the appointing authority.\r\n GRADE \r\nMIA 0027\r\n\r\n
LOCATION OF POSITION
Baltimore City�or hybrid (between office and telework)\r\nPOSITION DUTIES
The\r\nChief Actuary, Property and Casualty directs and manages the actuarial operations\r\nand supervises Actuaries assigned to the MIA's Property and Casualty Division. The\r\nChief Actuary reviews rate/rule filings for adherence to actuarial principles\r\nand compliance with the Annotated Code of Maryland Insurance Article and COMAR.\r\nThis position conducts surveys, special studies, data calls and prepares\r\nreports as required. This position also provides actuarial perspective and\r\nrecommendations to the Property and Casualty (P&C) Division staff, the\r\nP&C Workgroup and other sections of the MIA; and may provide testimony in\r\nsupport of the analysis or opinions at rate hearings. The Chief Actuary reviews\r\nproposed legislation and regulations as assigned; and utilizes various types of\r\nsoftware to perform job functions. \r\n\r\n\r\n\r\n\r\nThe Chief Actuary, Property\r\nand Casualty reports directly to the Insurance Commissioner.\r\nMINIMUM QUALIFICATIONS
\r\n\r\n\r\n Bachelor's degree from an accredited college or university in Mathematics, Actuarial Science, Statistics, Insurance, Risk Management or related fields;�\r\n A minimum of ten (10) years of property/casualty actuarial experience; and�\r\n Fellow or Associate of the Casualty Actuarial Society (FCAS or ACAS) designation and Membership in the American Academy of Actuaries required.�\r\n\r\n\r\nDESIRED OR PREFERRED QUALIFICATIONS
\r\n\r\n\r\n\r\n\r\n In-depth understanding of property and casualty insurance ratemaking procedures and rate regulatory statues.\r\n Strong mathematical, and written and verbal communication skills.\r\n Exceptional problem- solving skills.\r\n Prior leadership experience, which included managing actuarial staff.�\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nBENEFITS
