Job Description
Overview Our client is a financial institution providing the United States with a safe, flexible, and stable monetary system. They are seeking a Program Manager. In this role you will be responsible for leading the strategic direction and operational execution of our client's Agile transformation program
- driving team maturity, ensuring Agile resource effectiveness, maintaining playbook consistency, and achieving measurable business value across multiple teams, with planned expansion. This role is onsite in Washington, DC . Per our client contract, candidates must be US Citizens. Responsibilities
- Maintain clear visibility for program stakeholders through effective status reporting, proactive communication of updates, data-driven insights into team performance, and consistent engagement with sponsors and business leaders
- Advance team maturity by implementing and sustaining assessment frameworks, guiding Agile Coaches in developing and executing coaching plans, tracking progress, and recommending maturity models and metrics beyond velocity and throughput
- Optimize Agile resource effectiveness by defining performance standards for Coaches and Scrum Masters, monitoring coaching quality, addressing team or coach conflicts, and delivering evidence-based evaluations of resource performance
- Ensure consistent adoption of the Agile playbook across teams, Coaches, and Scrum Masters to promote standardization, alignment, and continuity in Agile practices
- Drive realization of business value by ensuring Agile teams deliver outcomes aligned with business objectives through coaching oversight, performance metrics analysis, and alignment of deliverables with program goals
- Establish durable program governance through well-documented processes, structured stakeholder engagement, risk management practices, resource management systems, and strategic guidance to support long-term success
- Influence program strategy by continuously evaluating program effectiveness, testing innovative approaches, recommending refinements to Agile practices, and ensuring evolution alongside organizational maturity Qualifications
- 10+ years of professional experience, including 5+ years leading enterprise-level Agile transformations
- 5+ years of hands-on experience with a proven track record of coaching Agile teams
- 3+ years of project/program management or systems engineering experience, demonstrating the ability to lead complex initiatives
- Deep knowledge of multiple Agile frameworks (e.g., Scrum, Kanban, SAFe) with the ability to tailor practices to fit organizational culture rather than applying rigid methodologies
- Proven experience designing and implementing Agile maturity models and assessment frameworks
- Strategic mindset with a history of evolving Agile practices, driving continuous improvement, and enabling organizational change
- Strong stakeholder management skills with the ability to engage, influence, and collaborate with senior leadership, sponsors, and business partners
- Experience developing sustainable governance models, including documentation standards, stakeholder engagement rhythms, and risk management practices
- Demonstrated ability to resolve conflicts and navigate team dynamics and resource-related challenges effectively
- Excellent communication skills, including status reporting, presentations, and facilitation
- Bachelor's degree in a related field required; advanced degree preferred
- Relevant industry-recognized Agile certifications such as Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), PMI-ACP, or SAFe certifications
- Experience within government or highly regulated environments preferred W2 Hourly rate: $110
- 125. Pay rates are based on years experience, qualifications, and location, and are subject to change at any time.
