The SEA - Lessons Learned will support the
USSOCOM J-7
Joint Special Operations Forces (SOF) Development and Design directorate with a Lessons Learned Program (LLP). The
J79-LL, SOF
Lessons Learned (LL) Program is responsible for the SOF Lesson Learned Program (SOFLLP). The SOFLLP applies lessons learned to the full range of joint operations to develop policy and for gathering, developing, and disseminating joint lessons learned across the DoD. The purpose of this task is to support
CDR USSOCOM
with critical information for SOF Force Development and Force Design and related HQ Lines of Operation. Each of these LLP's will execute their duties through collection, data management, analytics, and dissemination of essential insights to support the mission. These duties include the discovery, knowledge development, implementation, and sharing of observations, issues/insights, lessons, and best practices from operations, activities and investments (OAI). Specific duties may include, but are not limited to: Support operational and strategic observations, insights and lessons on current SOF employment, development, and design as identified in working groups, operations, exercises, training events, concept development, war games, and experiments. Conduct DVRED process to capture, document and archive HQ planning, organizing, and program activities, processes and lessons learned in support of HQ priorities. Conduct internal examination of Headquarters' directorates to capture, document and archive best practices and lessons learned covering the planning, organizing, and execution of HQ priorities. Employ knowledge of HQ and subordinate commands' current and historical staff roles and areas of responsibility to support HQ collection activities. Employ expert research (master's degree) skills to conduct independent evaluations of HQ findings to advise senior leadership on potential approaches, benefits for capability resolution, and implications to
DOTMLPF-P.
Coordinate with HQ and subordinate military leadership to synchronize HQ efforts and findings. This may require travel to events within specific theaters to meet those objectives. Document special project staff roles, responsibilities, organization and processes for best practices and efficiencies that support the HQ mission and vision. Leverage cross-functional military Services and government agencies analytical studies and LL to support adjustments to HQ processes. Brief and advise senior leadership on the effectiveness of the HQ findings, potential approaches, benefits for capability resolution, and implications. Prepare and present concept papers that synthesize key elements of thinking and challenge the current strategic construct that are suitable for publication in academic or national news outlets. Perform duties with in-depth knowledge of the Military Decision-Making Process (MDMP), to include mission analysis, COA decisions and CONOP documents and FRAGOs. Provide SME experience and guidance on cutting edge technologies while functioning as an expert in leveraging the potential of research and technology developments. Establish and/or maintain contacts with AT&L, Science & Technology (S&T), Defense Advanced Research Projects Agency (DARPA), and other DoD, Joint, Military Service and Component S&T organizations. Support collaboration with the Military Services to improve the integration and interoperability with conventional forces. Provide analytical SME support through all phases of product and resource process improvement. Coordinate Command driven Before Action Review (BAR) for exercises, war games, and experiments upon request in support of HQ events to identify objectives outlined by the Command and facilitate achievement of command goals and objectives. Conduct comprehensive post event analysis to identify immediate capability impacts as well as long-range effect on training, employing, organizing, development, and design of forces. Analyze unity of effort activities to support integration and synchronization of HQ and subordinate command's activities. Evaluate

to develop alternative solutions that may inform senior leaders on force changes, resourcing, and capability gaps. Travel, as necessary, to attend planning (Initial, Mid and Final) conferences and workshops with stakeholders to capture lessons during event planning and execution. Support the development of HQ products, including guidance and directives (Force Planning Guidance (FPG), SOF Programming Guidance (SPG), etc.). Conduct strategic outreach and engagement efforts regarding Experimentation, Force Development and Design (internal and external audiences, senior military leaders, and political officials) that would bring about exposure to new relationships, establish joint venture strategies, develop new markets, identify useful programs and services, and provide insights that foster growth opportunities. Prepare reports, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel and Access). Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.

Master's degree in International Relations, Strategic Studies, or related field - OR - Graduate of a US Military War College that issues a master's certificate Prior service E8, CW3, or O5 and 3 years of experience at USSOCOM as a staff officer/NCO supporting the

Travel is required to various CONUS and OCONUS non-hazardous and OCONUS hazardous locations in order to collect observations, insights, and lessons to accomplish the objectives of this task.
