DEPARTMENT

Informatics This is a working executive position that combines strategic leadership with direct involvement in complex projects, vendor management, technology and data problem-solving, policy development, and operational support. Position Summary The Chief Data & Information Officer (CDIO) provides executive leadership and hands-on oversight of the organization's data, analytics, information systems, technology, cybersecurity, and information governance functions. The CDIO ensures that organizational data and technology resources are secure, reliable, integrated, and effectively used to support operations, programs, contractual requirements, performance improvement, and strategic decision-making. The CDIO serves as a member of the executive leadership team and a key advisor to the CEO on data, technology, cybersecurity, information management, and related organizational risks and opportunities. Essential Duties and Responsibilities

• Develop and implement organization-wide strategies for data, information systems, technology, and cybersecurity aligned with organizational priorities.
• Advise the CEO and executive leadership team regarding technology investments, data strategy, cybersecurity risks, system modernization, and emerging technologies.
• Provide executive oversight of analytics, reporting, business intelligence, data management, and data quality functions.
• Establish and maintain data governance standards addressing data quality, definitions, ownership, access, security, retention, and appropriate use.
• Provide executive oversight of business applications, information systems, integrations, and related technology.
• Provide hands-on leadership for complex system issues and initiatives requiring cross-functional or executive-level coordination.
• Provide executive leadership for information security and cybersecurity and ensure appropriate administrative and technical safeguards are maintained.
• Oversee cybersecurity risk assessments, security reviews, access controls, incident response planning, business continuity, and disaster recovery activities.
• Provide executive oversight of key technology, software, data, and information-system vendors.
• Review technology-related contracts, statements of work, service-level agreements, security requirements, and proposed system changes.
• Lead or provide executive sponsorship for major technology, data, analytics, and information-management projects
• Oversee major system implementations, including requirements, data conversion, integrations, testing, training, deployment, and post-implementation stabilization.
• Evaluate opportunities for responsible use of artificial intelligence, automation, advanced analytics, and emerging technologies.
• Establish appropriate governance, policies, and safeguards for organizational use of AI and automated tools.
• Provide leadership, supervision, coaching, and performance management for the Director of Analytics and Director of Applications & Systems.
• Promote collaboration between analytics, applications/systems, program, operations, finance, contracts, and other organizational functions. Minimum Qualifications
• Bachelor's degree in information technology, information systems, computer science, data analytics, business, healthcare administration, public health, or a related field.
• Seven or more years of progressively responsible experience in information systems, data management, analytics, technology, or related functions, including leadership responsibility.
• Demonstrated experience leading staff, vendors, and complex technology or data initiatives.
• Experience with enterprise applications, system implementation, data management, analytics, and technology vendor management.
• Working knowledge of cybersecurity, information privacy, data governance, and technology risk management.
• Demonstrated ability to translate organizational and business requirements into effective technology and data solutions.
• Equivalent combinations of education and relevant experience may be considered. Preferred Qualifications
• Master's degree in information systems, technology, analytics, business administration, healthcare administration, public health, or a related field.
• Experience in healthcare, Medicaid, public health, human services, nonprofit, or government-contracted environments.
• Experience with healthcare data, HIPAA-regulated information, claims or eligibility data, case management systems, data warehouses, business intelligence platforms, or interoperability.
• Experience leading major system procurements, implementations, conversions, or modernization initiatives.
• Familiarity with SOC 2, HITRUST, NIST, or comparable cybersecurity and information-security frameworks.
• Experience with cloud-based applications, APIs, system integrations, data warehouses, and business intelligence tools. Knowledge, Skills and Abilities

Location and Work Requirements This position is based in Tallahassee, Florida, subject to organizational work-location policies.
