Duties Help The Mission Requirement Group's (MRG) enables the IC CIO to achieve the most pressing aspects of the Nional Intelligence Stregy by engaging with agencies, departments, and services th comprise the IC. A dediced team under MRG accomplishes this by collaboring with resource personnel to proactively: advise the IC CIO on planning and budget formulion, support IC partners with Congressional Budget Justificion Book (CBJB) development, and genere accure resource content for the DNI's annual budget briefings to Congress. This team accomplishes all of this by being a key extension of the entire OIC CIO team and working directly with other offices within the ODNI in order to deliver tangible results and provide constructive resource reled guidance. The position provides the selected candide a unique opportunity to engage with IC elements on high priority initiives such as cloud service adoption, AI and zero trust implemention. Lead and guide the planning, preparion, justificion, administrion, analysis, and monitoring of budget/financial informion to ensure cost-effective support of Intelligence Community (IC) organizions and programs; oversee budget/financial da analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems. Manage the expections of senior-level customers and ensure the delivery of quality products and services; lead the examinion of project successes and failures and develop solutions to improve products and services. Monitors the collection, research, and analysis of comprehensive and substantive financial informion th includes budget, accounting, and financial reporting informion to develop budget testimony, briefings, and talking points for senior DNI leadership and develop IC guidance on the preparion of resource requests and realignments or reprogramming to the DNI and Congress. SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is tached to GS employees on the basis of individual qualificions, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the approprie GS grade and step as determined by the Chief of Human Resource Management. Current federal employees whose current GS grade is lower than the grade of the advertised ODNI position will have pay set his or her current grade and step. In some cases when a current federal civilian employee applies for an ODNI position th is a lower grade than his or her personal grade, the candide's personal grade downgraded to the grade of the advertised ODNI position and pay set the step th is closest to, and not less than, the employee's current annual base re of pay, not to exceed the maximum step re of the GS grade to which assigned.
