Job Description

The Bradford Area Public Library in McKean County, PA is seeking an enthusiastic, community-minded Executive Director to provide leadership for the library's staff, services, strategic planning, financial management, advocacy, and partnership development. This is a full-time, salaried, exempt position reporting to the Board of Trustees.

Salary:

$50,000 to $55,000 per year, commensurate with qualifications and experience.

Job Hours:

Salaried full-time 35-hour work week, as well as occasional evening and/or weekend hours.

The Executive Director will act as the Librarian and Administrator of the Bradford Area Public Library; implement the strategic plan, annual goals, and objectives of the organization; assist and enable the Board of Trustees to fulfill its governance function; endorse the library as a community center and workplace; and promote the organization's mission to provide access to resources to inform, educate, and enrich the Bradford area community.

Qualifications:

Master's Degree in Library & Information Science (MLIS) from an ALA-accredited school, or ability to gain MLIS within 2 years of hire. FBI Clearance, Act 34 Child Abuse Clearance, Criminal Background Check. Demonstrated program development and evaluation skills, budget development and management skills, knowledge of library reporting and accountability, and experience working with a Board. Familiarity with eRate is preferred. Strong business and political acumen, with the ability to work collaboratively with diverse stakeholders, build consensus, and manage multiple projects and deadlines. Proven supervisory experience, including hiring, coaching, and evaluating staff. Knowledge of community resources and the ability to anticipate community needs and interests. Excellent written and oral communication and interpersonal skills, including the ability to work effectively with all age groups. Proficiency with Microsoft Office, social media applications, and integrated library systems (e.g., Polaris/Leap). Basic financial literacy, including the ability to read and interpret financial statements, budgets, and spreadsheets. Commitment to the mission, values, and programmatic goals of the library.

Primary Duties:
The candidate will:

• Library Administration § Maintain accurate records for and complete the Public Library Data Collection (Annual Report) for the Office of Commonwealth Libraries. § Complete the annual State Aid application in full compliance with applicable statutes and regulations, and, only when necessary due to documented financial hardship, present any required waiver requests to the Board for review and approval as part of the State Aid application process. § Manage the library's eRate compliance and annual filing requirements. § Administer any local or state grants received by the library, including annual reporting to local governments and the public. § Attend key meetings and trainings offered by the Office of Commonwealth Libraries that impact library governance, structure, or operations, including sessions that provide updates on the statutory funding formula. § Maintain familiarity with, and ensure compliance with, the requirements of the District Negotiated Agreement. § Help coordinate any future county-wide initiatives to strengthen library service in McKean County.

• Board Administration and Support § Support operations and administration of the Board by advising and informing Board members, interfacing between Board and staff, and preparing relevant materials for Board meetings. § Recommend new and/or updated policies and procedures for Board review. § Serve as an ex-officio member on Board committees. § Facilitate and encourage joint training opportunities for Board members and the Library Director to build shared understanding of governance roles, responsibilities, and strategic priorities.

• Strategic Planning § Develop, in cooperation with the Board, a strategic plan toward the fulfillment of the library's mission. § Give direction and leadership to the fulfillment of short and long-term goals identified in the strategic plan. § Regularly review, update, and report on progress toward strategic plan goals to ensure the plan remains a living document that guides ongoing operations and decision-making.

• Program and Service Delivery, Evaluation § Ensure an accessible, relevant collection of print, non-print, and digital materials, which represents a variety of viewpoints consistent with the principles of intellectual freedom and the library's philosophy of service. § Manage the library collection's acquisitions and the retirement of materials. § Oversee the library's collaboration with other libraries, including active participation as a Seneca District Library and as an AccessPA interlibrary loan partner. § Oversee the development, promotion, delivery, and evaluation of the organization's programs and services. § Establish regular programming coordination meetings with department heads (e.g., Adult, Teen, and Children's Services) to review programming logistics, marketing, and budgets, ensuring balanced priorities across all service areas. § Implement systems to track metrics and regularly evaluate programs for mission alignment, viability, and regulatory reporting, and provide annual statistical and narrative updates to the Board and the public.

• Advocacy, Community Relations, & Public Relations § Serve as the leading public representative of the Bradford Area Public Library by clearly and positively communicating its mission, programs, services, and community impact. § Equip Board members, staff, and key volunteers with clear talking points, data, and stories so they can effectively advocate for the library's value and needs in the community. § Oversee consistent marketing, branding, and outreach, building strong relationships with funders, legislators, businesses, donors, civic groups, volunteers, patrons, and the general public; and lead ongoing advocacy efforts, including meetings with officials, participation in legislative initiatives, and mobilizing community support for funding and services.

• Financial Management & Development § Assist the Board in developing the yearly budget and prudently manage the library's resources within budget guidelines according to library policies and current laws and regulations. § Ensure completion of the library's annual financial audit. § Develop and maintain financial procedures (such as purchasing, cash handling, and reporting) that align with Board policy, the Public Library Code, and other applicable laws and regulations. § In partnership with the Board, plan and lead long-term financial development and sustainability efforts, including capital needs, reserves, and diversification of revenue sources (such as grants, donations, and fundraising, including the annual campaign), ensuring required Board involvement and motions while balancing current operating needs with future stability.

• Human Resource Management § Hire, supervise, and, when necessary, dismiss staff in accordance with Board-approved personnel policies. § Lead, mentor, and retain employees and volunteers while managing the organization's human resources within Board‑approved personnel and volunteer frameworks in compliance with current laws and regulations. § Annually review staff performance and job descriptions. § Ensure that all staff working 20 or more hours per week complete at least 3 hours of documented professional development annually and actively encourage professional development participation for staff working fewer than 20 hours per week.

• Facility Management § Oversee the day-to-day care, safety, and maintenance of the library facility and grounds. § Collaborate with the Board to plan for facility improvements, updates, and major repairs, including developing and prioritizing facilities and capital plans. § Provide the Board with informed recommendations on equipment and technology needs, purchases, and upgrades, aligning these with the library's strategic and financial plans. § Work with the Board, municipality, and other partners as needed to coordinate building projects and ensure compliance with applicable building, accessibility, and safety requirements.

• Legal and Regulatory Compliance § Ensure the library is compliant with all federal, state, local, and non-profit laws, including financial, regulatory, and legal reporting and documentation requirements relevant to the organization's functions. § Support and implement best practices in public library and non-profit management and governance, including adherence to the Pennsylvania Public Library Code and standards. The Executive Director of the Bradford Area Public Library must be able to perform the essential functions of the job, with or without reasonable accommodations, and work onsite daily with occasional evening and weekend hours as needed. This position is primarily onsite and requires regular daytime presence.
