Job Description
Our client is seeking an accomplished Application Portfolio Management (APM) Practice Lead to spearhead a greenfield enterprise APM initiative within its Chief Product Officer organization. This is a highly visible opportunity for a strategic, hands-on leader who can build an Application Portfolio Management practice from the ground up, establish governance and inventory processes, and create a sustainable framework for managing the organization's application ecosystem.
The ideal candidate brings a strong background in enterprise technology, program/project/product management, application portfolio management, governance, and organizational transformation. This individual will work closely with executives, product leaders, business stakeholders, architects, engineers, and technology teams to establish processes that improve the quality, integrity, visibility, and strategic value of the application portfolio.
This role is particularly well suited for a strategic problem-solver and enterprise initiative leader who can take an ambiguous, greenfield environment and turn it into a structured, scalable operating model.
What You'll DoApplication Portfolio ManagementDesign and implement an enterprise Application Portfolio Management framework encompassing application inventory, ownership, lifecycle, criticality, health, and strategic alignment.
Build application inventory management routines and establish processes for maintaining accurate, complete, and reliable application metadata.
Develop application-to-business capability mapping in partnership with Enterprise Architecture teams.
Establish application criticality classifications, health assessments, and portfolio rating methodologies.
Define and maintain a comprehensive application data dictionary covering key application attributes and metadata.
Leverage existing Systems of Record (SoRs) to establish a unified and reliable view of the enterprise application portfolio.
Partner with Solution Architects, Principal Engineers, Product Managers, and technology leaders to design and implement sustainable portfolio management processes.
Establish periodic application owner certification processes to validate application ownership and data accuracy.
Ensure data integrity and consistency across upstream and downstream systems, including systems supporting application metadata.
Support Application Lifecycle Management (ALM) governance and establish processes for application onboarding, maintenance, modernization, and retirement.
Analyze portfolio performance and identify technology optimization, modernization, rationalization, and investment opportunities.
Governance, Risk & ComplianceEstablish and manage APM governance frameworks, controls, standards, and operating procedures.
Provide portfolio oversight related to technology risk, audit requirements, regulatory expectations, and governance controls.
Identify and assess application portfolio risks, including outdated technologies, insufficient controls, unsupported applications, and dependencies on non-compliant vendors.
Develop and implement strategies to mitigate technology and application portfolio risks.
Recommend actions such as application modernization, remediation, consolidation, retirement, or replacement when appropriate.
Monitor portfolio compliance and provide executive-level reporting and insights to technology, business, risk, compliance, and other stakeholders.
Establish governance routines that improve application transparency, accountability, data quality, and lifecycle management.
Enterprise Strategy & AnalyticsDevelop portfolio analytics and executive-level insights that enable informed technology investment and prioritization decisions.
Translate application portfolio data into actionable recommendations around cost optimization, risk reduction, modernization, and strategic investment.
Support enterprise technology strategy and strategic planning initiatives.
Identify opportunities to improve organizational productivity through technology-enabled solutions and automation.
Build or leverage productivity tools and low-code/no-code solutions, including PowerApps, AWS Kiro, Vibe Coding, or similar emerging development tools.
Monitor current and emerging technology trends and assess their potential impact on the organization's application portfolio and business strategy.
Executive & Cross-Functional LeadershipBuild strong relationships with executive stakeholders, business leaders, product managers, technology leaders, architects, engineers, and external partners.
Lead enterprise initiatives, pilots, process design efforts, and organizational transformation programs.

What You BringRequired QualificationsBachelor's degree in Business, Information Technology, Computer Science, or a related field, or equivalent education and experience.10+ years of experience in enterprise technology, IT operations, technology leadership, program management, product management, or a related discipline.
Proven experience leading large-scale enterprise initiatives from strategy and planning through implementation.
Strong experience with IT strategy, application portfolio management, application asset management, and application lifecycle management.
Demonstrated ability to build new processes, operating models, governance frameworks, and organizational practices from the ground up.
Experience with strategic planning, enterprise initiatives, and technology transformation.
Strong program/project management and initiative execution capabilities.
Demonstrated executive stakeholder management experience.
Exceptional problem-solving, strategic thinking, communication, presentation, and interpersonal skills.
Ability to operate effectively in a highly collaborative, cross-functional enterprise environment.
