Description The Assistant Vice President of Information Technology/Chief Information Officer (AVP/CIO) provides executive leadership for the strategic planning, development, implementation, operation, security, and continuous improvement of the College's information technology environment. Serving as the College's Chief Information Officer, the AVP/CIO leads enterprise technology, cybersecurity, digital transformation, enterprise applications, technology infrastructure, data governance, instructional technology, and emerging technology initiatives that advance student success, academic excellence, workforce development, operational efficiency, and institutional effectiveness. The AVP/CIO is responsible for cultivating a service-oriented technology organization that values partnership, responsiveness, accountability, and exceptional customer support. The position promotes a culture in which Information Technology is viewed as a trusted institutional partner committed to delivering timely, reliable, and innovative technology solutions that enhance the experience of students, faculty, staff, and the communities served by the College. Job Duties Provide executive leadership for the planning, integration, operation, security, and continuous improvement of information technology across the College to support the institution's mission, strategic priorities, academic excellence, operational effectiveness, and student success. Serve as the College's Chief Information Officer (CIO) and principal technology advisor to Executive Leadership Team on technology strategy, cybersecurity, digital transformation, innovation, enterprise systems, and emerging technologies. Develop, implement, and regularly update a comprehensive multi-year Technology Master Plan aligned with the College's Strategic Plan and institutional objectives. Lead the planning, implementation, administration, and optimization of the College's enterprise technology environment, including enterprise resource planning (ERP), Student Information Systems (SIS), Learning Management Systems (LMS), cloud services, networking, telecommunications, infrastructure, enterprise applications, and system integrations. Establish and maintain a comprehensive enterprise cybersecurity program that includes governance, risk management, information security, regulatory compliance, business continuity, disaster recovery, security awareness, vulnerability management, and incident response. Ensure institutional compliance with applicable federal, state, and industry regulations and standards, including
FERPA, GLBA, HIPAA
(where applicable), ADA accessibility requirements, Texas cybersecurity regulations, and other applicable privacy and security laws. Develop and oversee the College's enterprise data governance framework to ensure data quality, integrity, security, analytics, and informed institutional decision-making. Partner with Instructional division and institutional leaders to advance instructional technology, classroom technology, distance education, online learning, digital equity, and technology initiatives that improve student recruitment, enrollment, retention, completion, accessibility, and institutional effectiveness. Evaluate, recommend, and implement emerging technologies, including artificial intelligence, automation, cloud computing, analytics, and other innovative solutions that support institutional priorities. Lead enterprise technology modernization initiatives and manage complex technology projects, ensuring successful delivery within scope, budget, timeline, and quality expectations. Develop, administer, and monitor operating and capital technology budgets while pursuing grant opportunities, strategic partnerships, and responsible stewardship of institutional resources. Direct technology procurement, vendor management, contract negotiations, software licensing, and technology lifecycle planning to maximize operational efficiency and return on investment. Develop, implement, and enforce technology governance, policies, standards, and procedures that promote secure, efficient, compliant, and effective use of college technology resources. Build collaborative relationships with faculty, staff, students, executive leadership, governmental agencies, higher education organizations, technology partners, vendors, and community stakeholders to advance institutional technology initiatives. Represent the College in professional organizations, state agencies, higher education consortia, and technology partnerships. Develop and sustain a service-oriented Information Technology organization focused on responsiveness, professionalism, and partnership. Establish service standards and performance measures that emphasize timely, effective, and courteous support. Ensure Information Technology serves as a trusted partner to students, faculty, staff, and leadership. Promote proactive communication regarding technology services, outages, planned maintenance, and major initiatives. Build an organizational culture where every employee understands that exceptional service is central to student success and institutional effectiveness. Perform other duties as assigned in support of the College's mission.
SUPERVISOR RESPONSIBILITIES
Accomplishes department objectives by supervising staff and organizing and monitoring work processes. Maintains staff by recruiting, selecting, orienting, training employees and developing personal growth opportunities. Accomplishes staff job results by coaching, counseling, and disciplining employees. Plans, monitors, and appraise job performance annually, and provides constructive feedback and coaching. Implements and enforces systems, policies, and procedures. Maintains a safe and healthy work environment by establishing and enforcing organization standards and adhering to legal regulations. Completes operations by developing schedules, assigning and monitoring work, and gathering resources, implementing productivity standards, resolving operations problems, maintaining reference manuals, and implementing new procedures. Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions. Ensure quality and customer service standards are adhered to as a department. Contribute to team effort by accomplishing related results as needed. Setting goals for performance and deadlines in ways that comply with the college's plans and vision Organizing workflow and ensuring that employees understand their duties or delegated tasks Qualifications
EDUCATION REQUIRED
Bachelor's degree from an accredited institution in Information Technology, Computer Science, Information Systems, or a closely related field. An equivalent combination of education, professional certifications, and progressively responsible executive-level experience may be considered.
EDUCATION PREFERRED
Master's degree in information technology, Computer Science, Information Systems, Higher Education Administration, or related discipline.
EXPERIENCE REQUIRED
Seven (7+) years of progressively responsible information technology leadership experience, Five (5) years leading enterprise IT operations, Experience supervising professional IT staff, managing enterprise budgets, leading cybersecurity initiatives, directing enterprise systems (ERP, SIS, LMS, etc.), leading organizational change, and demonstrated success creating and sustaining a customer-focused technology organization that emphasizes collaboration, responsiveness, accountability, and service excellence.
EXPERIENCE PREFERRED
Experience with Ellucian Colleague ERP implementation. Community college or public higher education leadership experience. Experience leading enterprise technology, modernization, and digital transformation. Experience implementing cybersecurity governance frameworks. Experience with cloud computing platforms and enterprise technology strategy.
