Job Description

MTSI is seeking a skilled Program Analyst to organize, synthesize, and align cost, schedule, contract, test, and technical data to support program execution.
Key Responsibilities:
Apply knowledge of DoD acquisition processes and analytical methods or techniques to gather, analyze, and evaluate information required by program or project managers Apply foundational knowledge of budget planning, financial tracking, and resource allocation to support program operations Leads/assists in the development, coordination of Statement of Work, Request for Proposal (RFP) packages, Justification & Approval (J&A) packages, Acquisition Plans and other acquisition efforts for new technology/product development contracts Develop and communicate roadmaps for programs and associated technologies and product lines Work closely with program managers, lead project engineers, contracts, finance, and program teams Develop integration plans and procedures and organize resources to facilitate program transition activities Develop programmatic briefings for Congressional and Senior DoW Leadership Support cost estimation, technical risk management, and resource planning for program management activities Oversee requirements traceability and validation Support planning, preparation, editing, and publication of program documentation, reports, briefings, and other technical/non-technical materials Develop and maintain top-level program schedules Develop high-level executive communications including situational reports, leadership briefings, and white papers Operate efficiently and deliver high-quality products under stringent timelines and operational constraints
Job Requirements:
US Citizenship and active TS/SCI security clearance with Special Access Program (SAP) eligibility is required for this position Bachelor's degree in Business, Project Management, or technical field required and 10+ years of experience in DoD; MDA (preferred) program acquisition or technical support role Ability to depict technical approaches, designs, block diagrams, algorithms, and implementations in written and graphical form Strong understanding of federal government contracting, compliance, and acquisition processes and the planning, programming, budget and execution process Basic understanding of the Missile Defense System Proficiency with Microsoft 365 products (Teams, Office, Excel, Powerpoint, etc.) General understanding of MDA/Department of War (DoW) Staffing practices Be a self-starter, thrive in a dynamic environment, can accomplish high-level tasks independently and work well with other team members Ability to handle multiple priorit0ies, tight deadlines, and shifting priorities
Preferred Qualifications:
Master's Degree Familiarity with internal Missile Defense Agency (MDA) policies and operational processes Program management certifications General familiarity with process Improvement, transformation principles, Model-Based Enterprises (MBE), and systems architecture #LI-JJ1
