We are seeking an experienced Program Analyst to support the Department of the Navy's Bureau of Medicine and Surgery (BUMED) and the Navy Medicine Enterprise Strategy Management Office. At World Services LLC, you will work in a collaborative, mission-driven environment supporting strategic management, executive decision support, enterprise alignment, analytical rigor, and disciplined execution for Navy Medicine leadership. Position Overview The Program Analyst provides analytical, data, documentation, and decision-support services to the Department of the Navy, Bureau of Medicine and Surgery (BUMED) Navy Medicine Enterprise (NME) Strategy Management Office. The position develops analytical approaches for complex issues and presents data and information in the context of alternatives and solutions that enable faster, higher-quality decision making. The Program Analyst supports strategic assessments, performance measurement, dashboards and data visualization, executive meeting support, action tracking, research, root-cause analysis, records and knowledge management, and preparation of leadership products. The role works closely with the Program Manager III and Program Analyst II to translate complex strategic and operational information into clear, accurate, and usable products for NME leadership. Program Analyst position is part of the integrated support team. Successful candidates will combine strong analytical capability with disciplined documentation, clear communication, and the ability to operate effectively in a high-visibility federal headquarters environment. Work is expected to be performed primarily on-site at BUMED headquarters in Falls Church, Virginia. Key Responsibilities 1.Analytics & Decision Support
  • Develop analytical approaches to assess complex strategic, operational, programmatic, and performance issues.
  • Present data and information in the context of alternatives and solutions that provide insight into optimal recommendations for decision making.
  • Develop clear dashboards, spreadsheets, tables, charts, and other graphical products that help users rapidly understand key findings and trends.
  • Support quantitative and qualitative analysis for strategic assessments, forecasting studies, policy assessments, issue papers, and leadership briefs. 2.Data, Metrics & Performance Measurement
  • Collect, organize, validate, and analyze data used to measure progress, identify trends, assess strategic posture, and support enterprise decisions.
  • Support development and tracking of metrics, action items, risks, dependencies, and performance indicators associated with NME priorities and Campaign Plan execution.
  • Support data-governance activities and maintain traceability between source information, analysis, findings, and recommendations.
  • Ensure analytical products are accurate, clearly presented, properly sourced, and compliant with Government formatting and quality expectations. 3.Executive Meeting & Action Management Support
  • Support scheduling, logistics, materials preparation, and execution for executive-level Navy Medicine forums, working groups, and leadership events.
  • Attend meetings, capture proceedings, draft official minutes, and identify decisions, action items, owners, and suspense dates.
  • Maintain action-item trackers and provide regular status updates to leadership and the integrated support team.
  • Prepare agendas, read-ahead materials, presentations, decision-support graphics, and other meeting products. 4.Documentation, Knowledge Management & Communications
  • Maintain official records and support knowledge-management repositories used by NME and Strategy Management stakeholders.
  • Provide administrative, formatting, and copy-editing support for Government-drafted and finalized NME deliverables, including Campaign Plans, Campaign Orders, Fragmentary Orders, strategic communication products, roadmaps, and operational-plan assessments.
  • Support development and refinement of decision memoranda, information papers, briefs, and other executive communications while respecting inherently governmental decision-making boundaries.
  • Comply with contract requirements for privacy, HIPAA, CUI, records management, cybersecurity, and OPSEC. 5.Continuous Improvement & Project Support
  • Support root-cause analysis workshops, Corrective Action Plans, lessons-learned activities, and continuous-improvement efforts.
  • Assist with integrated schedule maintenance, project-management documentation, risk and resource tracking, stakeholder coordination, and monthly progress reporting.
  • Help institutionalize learning from analyses and critiques across applicable Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) considerations.
  • Support delivery teams in meeting timeliness, accuracy, completeness, and quality requirements established by the PWS and QASP. 6.Corporate Support Support World Services corporate priorities, including business development and cross-corporate initiatives, as assigned. Required Qualifications
  • Master's degree plus at least 2 years of relevant work experience, or Bachelor's degree plus at least 5 years of relevant work experience.
  • Degree in industrial engineering, analytics, statistics, database management, computer science, programming, or another analytical or programming field required.
  • Demonstrated ability to develop analytical approaches, analyze complex information, and present findings in support of decision making.
  • Experience developing dashboards, spreadsheets, tables, graphical analyses, or comparable data-driven decision-support products.
  • Strong research, documentation, writing, and quality-control skills.
  • Ability to work a minimum of 80% on-site at BUMED headquarters in Falls Church, Virginia, with up to 20% contractor-site work subject to COR approval.
  • U.S. citizenship and ability to obtain and maintain the security clearance, Common Access Card (CAC), background investigation, and system/facility access required for contract performance; contract security requirement is up to SECRET. Preferred Qualifications
  • Experience with healthcare analytics.
  • Experience supporting the Department of Defense (DoD) or Department of Veterans Affairs (VA).
  • Experience with federal strategic planning, performance measurement, executive reporting, or program-management support.
  • Experience supporting root-cause analysis, corrective action, action tracking, or continuous-improvement initiatives.
  • Experience producing executive-ready dashboards, visualizations, meeting minutes, issue papers, or analytical briefings. Key Competencies
