Job Description
Clearance Public Trust Overview OMB requires contractor support to assist multiple NOAA Fisheries offices (aka FMCs) with various administrative support functions. Background The Office of Management and Budget's (OMB) mission is to support NOAA Fisheries programs in executing their responsibilities. MB coordinates national planning and development efforts, ensuring that the appropriate internal and external stakeholders are involved. MB provides guidance and direction to NOAA Fisheries in the areas of strategic planning, budget formulation and execution, performance management, enterprise risk management, safety and environmental compliance, facilities and asset management, security, loans, grant and acquisition management, internal controls and compliance, appeals freedom of information act, administrative inquiries and other administrative areas. Responsibilities
- Provide analytical consultative services across the program lifecycle, including business requirements analysis, software design, system integration, testing, and implementation.
- Analyze and review program budgets, schedules, and resource allocations.
- Identify resource shortfalls and develop corrective recommendations.
- Participate in requirements analysis sessions to support definition of program needs.
- Review business, software, and system integration requirements to ensure alignment with program objectives.
- Consider alternatives and develop analytical recommendations.
- Identify, communicate, and resolve program risks.
- Identify and resolve issues to mitigate potential project impacts.
- Research and analyze relevant resource materials.
- Monitor system testing activities, review results, and identify issues requiring corrective action.
- Support coordination across technical and functional stakeholders. Qualifications
- Approximately four (4) years of experience in program analysis, business analysis, systems support, or related field.
- Experience supporting business requirements analysis and system development efforts.
- Demonstrated ability to analyze budgets, schedules, and resource utilization.
- Experience identifying and mitigating risks and program issues.
- Strong analytical and problem-solving skills.
- Effective written and verbal communication abilities.
- Ability to work collaboratively in technical and operational environments.
