In this role, you will be focused on continuous improvement of the flow of data submissions. Starting from the setup and configuration necessary to accept data submissions, to the monitoring and tracking of the submission flow, to providing technical support to data submitters, to providing compliance support to the operations team. Position Summary:
The Programmer Analyst II is a critical technical role responsible for developing, maintaining, and optimizing the systems, tools, and processes that support APCD data submission operations. This position combines software development, business intelligence, data management, and operational support to ensure efficient administration of data submitters, track submission compliance, maintain reference datasets, and provide actionable insights through dashboards and reports. The analyst serves as a bridge between operational needs and technical solutions, working to continuously improve and automate workflows while providing direct technical support to data submitters. This role requires strong technical skills in database development, programming, and business intelligence, combined with an understanding of healthcare data operations and the ability to communicate effectively with both technical and non-technical stakeholders.Position Key Accountabilities:
Design, develop, and maintain operational tools and applications using MS Access, Python, and other technologies to support data submission administration. Maintain and update reference datasets critical to data validation and operations. Analyzes/designs system flows and develops/codes program specification to ensure the agreed upon requirements are met. Writes, tests, and implements computer programs. Codes straight-forward to moderately complex programs and ensures that the programs conform to departmental standards Tests programming thoroughly to ensure all expected results are verified and discrepancies are resolved. Adheres to departmental standards to ensure the consistency of product produced. Participates in structured technical and functional walk-through with project team members and reports status of programming to team members/clients on a regular basis to ensure a full understanding of the program and the status of completion. Resolves problems that arise with existing data systems to ensure the efficiency and proper functioning of programs and systems, including providing technical support and guidance to data submitters on submission requirements and processes, including troubleshooting submission issues Design and develop interactive dashboards in Power BI for monitoring submitter activity, submission status, and operational metrics Other duties as assignedCertification/Skills:
Experience with SQL, statistical analysis programs such as SAS, R or STATA, preferred. Experience with programming language PL/SQL, python is a plus Knowledge of administrative healthcare claims, electronic medical records, social determinants of health datasets a plus.Minimum Education:
Bachelor's Degree in Computer Science, related field or relevant experience in lieu of education required.Minimum Experience:
2 years of programming experience required.Physical Requirements:
Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.Security Sensitive:
