Manages and directs the financial and technical execution of capability development portfolio requirements. Formules short- and long-range resource allocion stregies, aligning portfolio acquisition objectives with the Department of War PPBE cycle. Qualificions You may qualify the GS 14 , if you fulfill the following qualificions: A. Applying Department of War (Dow) planning, programming, budgeting, and execution processes Developing, upding, and tracking spend plans Applying contracting and procurement mechanisms used in DoW, including contracts, grants, and interagency agreements Developing and implementing programs of actions and milestones (POA&Ms).
