(Joint Cyber Warfare Architecture). This highly visible SETA position serves as a trusted advisor to leadership, supporting architecture development, systems engineering governance, Agile execution, and cross-functional coordination across JCWA programs. The role requires a blend of technical expertise, strategic thinking, process discipline, and exceptional communication skills to support complex systems-of-systems development within a DoD environment.

What You'll Do:

Lead development, maturation, and governance of JCWA systems engineering artifacts and the JCWA Next-generation Reference Design, collaborating closely with architects, technical advisors, and engineering teams. Develop, review, and implement enterprise governance products — including Charters, SOPs, MFRs, Systems Engineering Plans, ADRs, and Technical Need processes — to ensure disciplined technical decision-making aligned with JCWA's enterprise architecture strategy. Evaluate, integrate, and support enterprise-level capabilities such as

while maintaining awareness of DoD and Army policies and providing actionable recommendations to leadership. Facilitate and orchestrate large-scale Program Increment (PI) Planning events for 900+ personnel, developing planning materials, communications, and engagement products that drive strong Agile execution. Engineer automated workflows, dashboards, and reporting solutions using Confluence and Jira to enhance transparency, requirements management, and organizational efficiency. Identify and implement continuous improvement initiatives, lessons learned, and process enhancements across JCWA engineering, Agile, and governance functions, including contributions to the JCWA Lean Agile Center of Excellence. Coordinate operational needs, requirements, and priorities across Agile Release Trains, PMOs, mission partners, and senior leadership while improving governance processes and stakeholder alignment. Develop and maintain executive-level dashboards, reporting solutions, and strategic communication products that highlight compliance efforts, technical outcomes, risks, and mission impact for senior DoD audiences. Provide enterprise systems engineering leadership, supporting systems-of-systems architecture integration, technical oversight, and architecture governance across JCWA programs. Maintain enterprise knowledge repositories, governance frameworks, and technical documentation while delivering timely executive briefings, recommendations, and risk insights into leadership.

Education/Experience/Skillset Required:

Bachelor's degree in Systems Engineering, Computer Science, Information Systems, or related field and 15 years of relevant experience OR equivalent combination of education and experience. Demonstrated experience supporting Department of Defense (DoD) and defense contracting environments. Proven experience applying systems engineering principles to complex systems-of-systems architectures and enterprise-scale programs. Experience supporting large organizations with complex technical, operational, and governance structures. Expert-level proficiency with Atlassian Confluence and Jira, including dashboard development, workflow automation, requirements management, and enterprise collaboration. Deep understanding of the Scaled Agile Framework (SAFe), Agile Release Trains (ARTs), and Program Increment (PI) Planning. Experience developing governance frameworks, technical documentation, SOPs, MFRs, Architectural Decision Records (ADRs), and systems engineering artifacts. Strong understanding of DoD acquisition policies, systems engineering lifecycle processes, and the Adaptive Acquisition Framework. Exceptional written and verbal communication skills with the ability to translate complex technical concepts into executive-level communications and recommendations. Experience supporting USCYBERCOM, cyber mission programs, enterprise architecture initiatives, or large-scale modernization efforts. Experience with

$150,000 - $190,000 The salary offered to a selected candidate will be based on several factors including location, skills, and experience.
