Leidos is hiring a customer-oriented Systems Engineer to support the Air Force National Capital Region (AFNCR) IT Services (ITS) program at Joint Base Andrews (JBA), MD, Joint Base Anacostia-Bolling, DC, and the Pentagon. The Systems Engineer supports the engineering, integration, sustainment, and continual improvement of enterprise information technology services across the Air Force National Capital Region. The position works with government customers, program leadership, technical teams, and service providers to translate mission requirements into supportable system and service solutions. The successful candidate combines technical judgment, customer engagement, and program execution skills to identify service gaps, develop defensible recommendations, coordinate cross-organizational decisions, and improve the effectiveness, usability, and mission alignment of

Primary Responsibilities:
  • Provide advisory and assist support to 844 Communications Group (844 CG) and Air Force District of Washington (AFDW) Government Service Owners (GSOs).
  • Draft, review, and maintain MAJCOM-level guidance, supplements, and standard operating procedures (SOPs) aligning with DAFMANs, AFIs, DoDIs, and NIST frameworks. Route staffing packages via official coordination.
  • Support the Mission Partner Integration Office by delivering end-to-end IT service governance, requirements validation, and operational support across AFNCR, GSUs, and mission partners to ensure IT catalog offerings directly align with mission needs.
  • Coordinate agendas, develop briefings, document meeting minutes, and track action items for executive bodies such as IT Governance Boards or Architecture Review Boards.
  • Manage Congressional, DoD, SAF/CN, and subordinate wing taskers. Coordinate inputs, deconflict stakeholder feedback, and synthesize consolidated staff responses
  • Design, integrate, and manage engineering and solution-design project activities throughout the service lifecycle in coordination with the Project Manager, Chief Architect, operations leaders, and technical teams.
  • Translate validated requirements into architectures, technical recommendations, implementation approaches, acceptance criteria, cost estimates, and sustainment considerations.
  • Conduct technical assessments, alternatives analyses, trade studies, and risk evaluations to identify feasible, secure, scalable, and cost-effective solutions.
  • Develop, review, and maintain systems-engineering artifacts, including requirements baselines, interface documentation, solution designs, implementation plans, decision records, risk registers, and verification or validation criteria.
  • Collaborate with 744th Communications Squadron, 794th Communications Squadron, 844th Communications Group organizations, contract leads and requesting units to refine agreement requirements and map them to appropriate Service Catalog offerings and support or cost models.
  • Ensure in-progress equities are routinely briefed to the responsible action officer and communications-squadron leadership and verify required local government concurrence before staff review and signature.
  • Prepare executive briefings, technical recommendations, status reports, and decision-support products covering agreement negotiations, annual reviews, service performance, risks, and recommended actions.
  • Partner with the Current Operations and Site Lead on quality-of-service initiatives and coordinate complex matters with higher-level organizations, including the HQ Cyberspace Capabilities Center, Air Force Life Cycle Management Center, AFDW/A6 and enterprise mission alig.
