We are building a team of experienced cleared professionals to support an anticipated Department of State cybersecurity program. Position Summary TLinked is seeking an experienced ISSO Lead to serve as the senior cybersecurity governance leader for an anticipated Department of State Consular Affairs environment. The ISSO Lead will maintain portfolio-level visibility of system lifecycle and authorization status, direct NIST Risk Management Framework and FISMA compliance activities, coordinate Assessment and Authorization support, and provide authoritative cybersecurity oversight across a large enterprise system portfolio. Key Responsibilities

• Maintain an accurate and current portfolio of supported systems, including lifecycle stage, authorization status, cybersecurity risk, assessment status, and risk-management activities.
• Maintain version control for security documentation and assist in preparing briefings, dashboards, executive reports, and authorization-status reporting.
• Provide cybersecurity governance and oversight throughout the

NIST RMF

lifecycle and support preparation, maintenance, and quality control of A&A documentation.

• Support security categorization, selection and tailoring of controls, implementation documentation, assessment readiness, authorization, and continuous monitoring.
• Ensure alignment with

NIST SP 800-53

Rev. 5, FISMA, CISA guidance, Department and Bureau policies, directives, memoranda, and system-specific security requirements.

• Coordinate internal security reviews and support independent assessments by producing documentation, evidence, briefings, remediation status, and continuous-monitoring artifacts.
• Oversee vulnerability assessments, compliance testing, security scanning, metrics, and reporting to the ISSM, Authorizing Official, and other stakeholders.
• Lead identification, documentation, mitigation, acceptance, monitoring, and closure of cybersecurity risks, deficiencies, compliance gaps, vulnerabilities, and POA&M items.
• Serve as the central ISSO liaison among system owners, ISSMs, security operations, engineering, cloud, application, infrastructure, DevSecOps, and program stakeholders.
• Support secure DevSecOps and

CI/CD/CM

pipelines through security review, code/configuration risk identification, governance, and change-impact coordination.

• Coordinate cybersecurity schedules, resources, priorities, and dependencies across technical and program teams.
• Support maintenance of Authority to Operate status and compliance throughout the development and operational lifecycle. Minimum Qualifications
• Current active U.S. Government Secret security clearance.
• At least 8 years of experience as an ISSO or in a substantially similar cybersecurity governance role.
• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field.
• Current CISSP or CISM certification.
• Demonstrated experience with NIST RMF and FISMA compliance.
• Experience supporting 50 or more information systems.
• Ability to be available within 10 days of Call Order award and remain available throughout the base period.
• Residence within reasonable commuting distance of State Annex 17, 600 19th Street NW, Washington, DC. Preferred Qualifications
• Department of State, Consular Affairs, Diplomatic Technology, or other national-security mission experience.
• Experience leading enterprise ATO/authorization portfolios, continuous monitoring, POA&M governance, control implementation, and audit readiness.
• Hands-on familiarity with vulnerability-management and compliance platforms, including Tenable or similar enterprise tools.
• Experience supporting cloud authorization and security governance across AWS, Azure, OCI, or other regulated cloud environments.
• Experience with DevSecOps, CI/CD, configuration management, security impact analysis, and enterprise change control.
• Strong executive briefing, writing, evidence-management, and cross-functional leadership skills.

Compensation and Benefits Salary Range:

The anticipated annual base salary range for this position is $160,000

• $200,000.

Actual compensation will be determined based on relevant experience, education, certifications, clearance status, specialized skills, work location, internal equity, contract funding, and customer requirements.
