This job needs both. We are hiring a Program Management Specialist to support a Navy customer in San Diego. You would build the dashboards and metrics leadership uses to track readiness, find what is slowing the program down, and brief the fixes. The work covers C5I system maintenance, casualty reports (CASREPs), equipment readiness, and helping Sailors keep systems running in tough conditions. What you would do every day Build and maintain dashboards, metrics and data visuals that show program performance, readiness and progress against goals. Write executive briefings, reports and recommendations for leadership decisions. Document how work gets done today, then find the bottlenecks, extra steps and wasted effort, and recommend better ways to work. Support Navy strategic planning sessions, working groups and leadership meetings. Build the briefings and materials, track action items, and document results. Run deep-dive analysis on maintenance performance, fleet readiness, resource use and other mission-critical problems. Support efforts to streamline C5I maintenance, reduce CASREPs, improve equipment readiness, and make Sailors more self-sufficient in contested or degraded environments. Evaluate and support rollout of analytics platforms like Tableau and Palantir Foundry, and project tools like JIRA. Coordinate across military members, government civilians, contractors and technical teams to resolve issues and keep improvement efforts on track. What you need 7+ years of experience in engineering or science management, operations research analysis, or financial and cost analysis. Significant experience supporting DoD, Navy or other federal programs . Experience in program support, program analysis, operations, process improvement or project management. Experience building executive-level reports, briefings, dashboards and performance metrics . Familiarity with Tableau, Palantir Foundry, Power BI or similar analytics tools. Familiarity with JIRA, Confluence, Microsoft Teams or similar collaboration tools. Strong problem solving. You can find the root cause and recommend a fix people can act on. Clear writing and speaking for both technical and non-technical audiences. Able to work independently while coordinating with cross-functional teams. Active US security clearance, or able to obtain and maintain one. US citizenship required. On-site in San Diego, 5 days a week. Helps, but not required Navy readiness, C5I, maintenance or fleet operations experience. Lean, continuous improvement, process mapping or performance management methods. An advanced technical degree. Experience as a Chief Engineer, Lead Systems Engineer or similar technical lead. Familiarity with Navy enterprise systems and lifecycle support. DoD engineering or acquisition process experience.
