Job Description

Public Health Data Governance Analyst Position Summary The Public Health Data Governance Analyst owns the development and ongoing operation of data governance and data management practices within the Public Health Division. In collaboration with the Data Governance Lead, Business and Data Stewards, Data Owners, and technical teams, this position supports the curation, documentation, organization, and maintenance of Public Health data assets and metadata in Collibra. They are accountable to drive adoption & usage of the tool as well as ensure data is accurately documented, understood, appropriately governed, and available for effective use. The position also supports the development and maintenance of data governance processes, standards, guidelines, and Standard Operating Procedures (SOPs) and helps promote consistent data stewardship practices across the Public Health Division. Essential Duties and Responsibilities Data Catalog and Metadata Management Work directly with Business and Data Stewards to gather, document, validate, and maintain business and technical metadata. Support the maintenance of the Public Health data catalog, business glossary, data definitions, and related governance documentation. Document and maintain information related to data ownership, stewardship, classifications, business rules, data quality requirements, and data lineage. Identify gaps, inconsistencies, and opportunities for improvement in metadata and data documentation. Data Stewardship Work in partnership with Public Health Business and Data Stewards and share accountability for the successful population, maintenance, and ongoing quality of the Public Health data catalog. Facilitate governance workgroups and meetings by preparing materials, documenting decisions, and tracking follow-up actions. Facilitate discussions with business and technical stakeholders to establish common understanding of data definitions, ownership, and business rules. Data Governance Support Support the Data Governance Lead in developing, documenting, reviewing, and maintaining data governance standards, procedures, guidelines, and Standard Operating Procedures (SOPs). Assist with the implementation and continuous improvement of Public Health data governance processes and practices. Assist with documenting data lineage and relationships between Public Health source systems, data warehouse assets, and reporting and analytics products. Develop and maintain metrics and reports related to metadata completeness, stewardship activities, data quality, and governance adoption. Collaborate with Public Health programs, data engineering, analytics, IT, privacy, security, and other stakeholders to incorporate governance practices into Public Health data initiatives. Qualifications, Skills, and Experience Bachelor's degree in information technology, Data Management, Business, Analytics, or a related field; relevant experience may be considered in lieu of education. Knowledge of data governance, data stewardship, metadata management, data catalogs, business glossaries, and data quality practices. Hands-on experience with Collibra strongly preferred, including training business users, curation and maintenance of data assets, metadata, business glossaries, and related governance content. Experience with a similar data governance or data catalog tool may be considered in lieu of Collibra experience. Excels at analytical, organizational, facilitation, written, and verbal communication skills. Building effective relationships with Business and Data Stewards, subject matter experts, and technical stakeholders to gather, validate, and maintain business and technical metadata. Exposure to Databricks, Snowflake, Power BI, ArcGIS, or similar data and analytics platforms is preferred. Experience developing and maintaining process documentation, standards, procedures, guidelines, or Standard Operating Procedures (SOPs). Estimated Duration 10/12/2026 - 10/30/2027
