This position will be performed onsite at Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in Norfolk, Virginia. We estimate the award will be made in late September 2026 with a period of performance starting November 18, 2026. This position will serve as a senior analytical resource supporting
COMNAVSURFLANT
Force Generation readiness through advanced data analysis, database management, predictive analytics, machine learning, AI-enabled analytical methods, readiness metric development, and executive-level decision support. The successful candidate will bring significant Navy operational leadership experience, major staff experience, and demonstrated technical expertise applying modern analytics to complex defense and readiness problems. Required Clearance Active, final Secret clearance required at the time of proposal submission and maintained for the life of the contract. Required Education Master's degree or higher from an accredited college or university. A degree in Analytics, Computer Science, Data Science, Information Systems, or a related technical field is highly desired. Required Qualifications Experience in the United States Navy as a post-Command Commander afloat or equivalent. Five years of experience on an Echelon 3 or higher Navy staff. Five years of experience in database design and management. Five years of experience performing data analysis for complex projects. Experience analyzing specific metrics embedded within the PESTONI pillars (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) Demonstrated understanding of Surface Force business practices, primary Navy data sources, secondary data requirements, data gaps, and organic analytical capabilities. Demonstrated experience developing or applying machine learning models, predictive analytics, and AI-driven data interpretation to complex defense, operational, or readiness problems. Proficiency using modern data analytics platforms and programming languages such as Python and/or R for statistical analysis, predictive modeling, and development of financial or operational risk models. Highly proficient with Microsoft Office applications, especially Access, Excel, and PowerPoint. Experience producing executive-level analytical products, dashboards, summaries, and reports for senior leadership. Strong oral and written English communication skills. Ability to translate complex analytical findings into clear, actionable recommendations for operational and executive-level decision-makers. Key Responsibilities Conduct comprehensive data analysis to identify root causes of Surface Force readiness gaps. Develop data-driven recommendations supportingCOMNAVSURFLANT
Force Generation planning and decision-making. Analyze readiness data across the PESTONI pillars and identify system, process, resource, and operational barriers affecting Surface Force effectiveness. Develop and recommend new metrics, data models, leading indicators, and analytical frameworks to improve readiness forecasting. Design, develop, maintain, and evaluate databases supporting complex operational and readiness analyses. Develop and apply predictive analytics, statistical models, machine learning techniques, and AI-enabled analytical methods to complex defense problems. Use Python, R, and other analytical tools to perform statistical analysis and develop operational and financial risk models. Develop data visualization products and analytical tools that provide decision-makers with meaningful insight into Surface Force readiness. Gain and maintain a comprehensive understanding of relevant Government and Navy data sources, including authoritative readiness and operational systems. Develop strategic and tactical Force Generation analyses and alternative courses of action supporting programs and initiatives across the PESTONI pillars. Develop analytical monitoring frameworks that enable Government personnel to assess initiative performance against projected outcomes. Produce executive-level analytical products, reports, visualizations, and presentations for senior Navy leadership. Support working-level and senior-leader engagements by translating complex data into clear, defensible analytical conclusions and recommendations. Work Location Commander, Naval Surface Force Atlantic (COMNAVSURFLANT), Norfolk, Virginia. This position is expected to be performed primarily onsite due to the operational requirement for access to Government systems and classified networks. Occasional situational telework may be authorized by the Government for unclassified work; personnel should expect the vast majority of duties to be performed onsite. Compensation & Benefits The salary for this contingent hire position is $175,000-$195,000 per year based on experience and includes medical, dental, and vision benefits, 10 days PTO, and 7 days sick time; other benefits are available.
