GRADE 18 LOCATION OF POSITION MDH
- Office of Eligibility Services 6 St. Paul Street Baltimore, MD 21202 Main Purpose of Job This position will function as the Health Policy Analyst II (Data Specialist / Business Analyst) for the Office of Eligibility Services, Eligibility Determination Division utilizing data to develop reports to inquiries regarding policies, legislation, and regulations. This role serves as a key technical resource, translating complex data from disparate systems into actionable insights that directly influence operational strategy and high-priority leadership inquiries. This position relies on expert-level Excel, SQL, and data visualization skills to discover underlying data patterns, participate in enterprise risk management objectives of the Department, and analyze data to demonstrate impact and identify efficiencies for the Maryland Medicaid Program. The Health Policy Analyst II will interface between the program subject matter experts, CPO and the Agile Work Team to deliver new modernized technology, optimized business processes, and policy directives for effective operational processes in support of the Eligibility Determination Division, MDThink Eligibility and Enrollment System and Maryland Health Connection. This position will represent the business team in prioritizing the features for development, approving user stories, and ensuring clear communication flows back and forth with technical development teams. This position will help shape and execute the product strategy that meets the department goals, engage in case development, and adhere to the Agile Scrum process.
MINIMUM QUALIFICATIONS
Education:
A Bachelor's degree from an accredited college or university.
Experience:
Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
Notes:
1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience. 2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following: Experience developing and maintaining productivity metrics and statistical reports (e.g., cases reviewed per FTE, unit-level output) to monitor progress against operational backlogs and identify specific workflow bottlenecks. Professional experience performing complex data 'cleaning', validation, and manipulation within large-scale health care databases (e.g., MMIS). Experience exploring large datasets to reveal patterns, correlations, anomalies, and errors. Advanced proficiency in data synthesis to respond to high-priority leadership inquiries.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
