Full Job Description About Sunrise:
Since 2015, Sunrise Homeless Navigation Center is the largest provider of homeless services in Travis County! We offer pathways to housing for people experiencing homelessness through low-barrier access to wraparound services by providing innovative, trauma-informed, and person-centered programming that engages our communities and leads system-wide transformation. Through the Sunrise Hub day center, Sunrise Hotline call center, Sunrise Mobile outreach and shelter services, and Sunrise Housing program we serve more than 8,000 people experiencing homelessness each year.

Exempt Position Summary:
The Data Specialist is a full-time, in-person role responsible for managing, analyzing, and reporting high-quality data to support Sunrise Homeless Navigation Center's programs, grants, and contracts. Reporting to the Chief Program Officer, this position serves as the agency's HMIS Data Administrator, ensuring accurate data collection, compliance with HUD and ECHO requirements, and timely grants and contracts reporting. The Data Specialist collaborates closely with program staff, system partners, and leadership to develop HMIS protocols, train staff, maintain data quality, and create dashboards and reports that inform program planning, evaluation, and board reporting. This role is ideal for a detail-oriented, analytical professional who is comfortable working with complex databases, thrives in a fast-paced environment, and is committed to confidentiality, equity, and improving outcomes for people experiencing homelessness.
Position Qualifications:
Associate's degree in a related field required; Bachelor's degree preferred. An equivalent combination of education, training, and experience may be considered. Experience with Structured Query Language (SQL), Microsoft T-SQL, Business Objects, and Report Writer preferred. Experience managing and developing HMIS databases, particularly for grants and contracts reporting, strongly preferred. Knowledge of HMIS Data Standards preferred, with an emphasis on grants and contracts reporting. Experience with HMIS and HUD reporting, including APR, LSA, PIT/HIC, and related reports. Strong understanding of relational database management systems. Advanced computer skills, including the ability to develop and manage complex spreadsheets and databases. Experience with Tableau or other data visualization tools preferred. Familiarity with cloud-based architecture, system management, and monitoring preferred. Experience with program reporting, evaluation, and data analysis, particularly related to grants and contracts. Project management or coordination experience preferred, with the ability to manage multiple deadlines and priorities. Demonstrated problem-solving skills and the ability to apply analytical thinking to program-specific situations. Excellent written and verbal communication skills, including the ability to facilitate meetings and trainings with staff of varying technical skill levels. Strong organizational and time-management skills with the ability to work independently and with minimal supervision. Position Responsibilities:
Data & Contract Compliance Collect, analyze, and report data accurately and timely according to grants, contracts, and other requests as needed Support audits, compliance reviews, and funder reporting through validated, well-documented datasets. Perform ongoing data validation, monitoring, and cleanup to improve both current and historical data quality and downstream reporting reliability. Identify trends and insights to support program performance tracking and strategic decisions. Support agency-wide data initiatives, future planning, and evolving reporting needs as assigned. Ensure data is entered in HMIS/Trackers accurately and timely Produce monthly leadership reporting using tools such as Excel pivot tables and charts, and maintain internal data tracking tools. Coordinate with internal teams, the System Team, and Directors to address HMIS-related technology needs and functionality issues impacting grants and contracts reporting. Create digestible, data-driven content for use internally and externally. Data Oversight & System Management Develop, implement, and maintain HMIS protocols and procedures for data collection and entry standards Design, maintain, and deliver customized reports, dashboards, and visualizations that track grants and contracts outcomes and support leadership and operational decision-making. Run and review ongoing data quality reports, monthly monitoring, and Annual Performance Reports (APRs); identify, troubleshoot, and resolve data quality issues and reporting discrepancies. Partner closely with the Data Director on data projects, reporting enhancements, and system improvements. Respond to ad hoc data requests by analyzing datasets, validating results, and delivering clear, timely, and actionable outputs. Staff & Training Support Train and support program staff on HMIS use, reporting requirements, and data interpretation, with an emphasis on accuracy, compliance, and data quality; support onboarding and training of new data team members. Participate in program and agency meetings to gather information, share data updates, communicate reporting requirements, and promote best practices. Maintained documentation for data processes and reporting workflows (SOP development) Program Evaluation Collaborate with program leadership to support program planning, evaluation, and continuous quality improvement efforts. Other Uphold client confidentiality, data security, and ethical standards at all times. Perform other related duties as assigned.
