Unlike a resource-based engagement in which the customer directly controls the scope, schedule, and assigned personnel, this position supports a scope-based delivery model. Aquila Hash is responsible for planning, coordinating, and delivering the agreed project scope within the established timeline and commercial framework. The Senior Program Manager will serve as the primary point of contact for the customer and external partners and will coordinate closely with Aquila Hash's internal project managers and field execution teams. This person will be accountable for overall project coordination, schedule control, risk management, stakeholder communication, and delivery performance. This is a highly visible and cross-functional position. The ideal candidate is an experienced program or delivery manager with strong customer-management skills, excellent English communication, sound judgment, and the ability to bring structure to a complex, fast-moving project environment. Key ResponsibilitiesProgram Ownership and Delivery Take overall ownership of the assigned project scope from planning through final delivery and acceptance. Develop and maintain the integrated project schedule, key milestones, dependencies, deliverables, and acceptance requirements. Coordinate internal and external resources to ensure the project remains aligned with contractual scope, schedule, quality, and budget expectations. Monitor project performance and take timely corrective action when delivery risks or delays arise. Maintain clear accountability across multiple workstreams and ensure that open items are assigned, tracked, and closed. Support project closeout, customer acceptance, documentation handover, and lessons-learned activities. Customer and Stakeholder Management Serve as Aquila Hash's primary program-level contact for the customer. Build and maintain trusted working relationships with customer representatives, facility teams, equipment manufacturers, subcontractors, and other project stakeholders. Lead regular customer meetings and provide clear, accurate, and timely project updates. Manage customer expectations and respond professionally to questions, challenges, schedule pressure, and changing site conditions. Ensure that customer decisions, commitments, action items, and concerns are properly documented and communicated. Escalate critical issues appropriately while maintaining constructive customer relationships. Vendor and Cross-Functional Coordination Coordinate activities involving the upstream contracting partner, data center facility representatives, equipment manufacturers, logistics providers, subcontractors, and other vendors. Manage dependencies between server delivery, site readiness, access, staging, installation, cabling, testing, commissioning, and handover activities. Facilitate communication among parties with different responsibilities, priorities, and schedules. Identify interface gaps early and ensure that ownership is clearly assigned. Coordinate meetings and follow-up actions needed to keep all parties aligned. Internal Team Coordination Work closely with Aquila Hash's internal project managers, site managers, engineering leads, and field execution teams. Translate overall program requirements and customer priorities into clear internal actions. Coordinate staffing, equipment, material, site-access, and scheduling needs with the appropriate internal teams. Monitor progress across individual execution teams without replacing the day-to-day responsibilities of the field project managers. Remove blockers and escalate resource or operational issues that may affect delivery. Ensure that internal teams receive accurate and timely information from the customer and external partners. Schedule, Risk, and Change Management Maintain the master schedule and track progress against committed milestones. Identify project risks, dependencies, constraints, and potential delays before they affect delivery. Maintain risk, issue, action, and decision logs and ensure appropriate follow-up. Develop mitigation and recovery plans in coordination with internal project managers. Manage scope clarification and change-control activities. Identify work that falls outside the agreed scope and coordinate documentation, impact assessment, and commercial review before additional work is authorized. Protect the project from uncontrolled scope expansion, unnecessary rework, and avoidable cost overruns. Reporting and Documentation Prepare daily, weekly, and executive-level project status reports. Report accurately on progress, milestones, risks, blockers, staffing, vendor dependencies, and required customer decisions. Maintain meeting minutes, action-item trackers, delivery records, schedule updates, and customer communications. Ensure that project information is consistent across customer reports, internal reports, and field execution records. Provide management with timely visibility into schedule, cost, quality, and delivery risks. Commercial and Delivery Awareness Understand the financial implications of fixed-scope project delivery. Monitor resource use, schedule performance, rework, and scope changes that may affect project cost or margin. Work with business and finance teams to evaluate change requests, additional work, and potential commercial impacts. Balance customer satisfaction with contractual scope, operational feasibility, and business interests. Required Qualifications Bachelor's degree in engineering, information technology, construction management, business, project management, or a related field, or equivalent professional experience. At least 8 years of experience in program management, project delivery, customer delivery, systems integration, infrastructure, construction, technology deployment, or a related environment. Demonstrated experience coordinating complex projects involving multiple internal teams, customers, vendors, or subcontractors. Experience managing project schedules, milestones, dependencies, risks, issues, and executive-level reporting. Strong customer-facing communication and relationship-management skills. Professional fluency in English, with the ability to lead meetings, manage difficult conversations, and communicate clearly with customers and vendors. Strong organizational skills, attention to detail, and ability to manage multiple priorities simultaneously. Sound judgment, emotional maturity, and the ability to remain calm and effective under pressure. Ability to work independently and take ownership of ambiguous or rapidly changing situations. Proficiency with project-management and reporting tools such as Microsoft Project, Smartsheet, Jira, Excel, PowerPoint, or similar platforms. Ability to work on-site and travel based on project requirements. Preferred Qualifications Experience delivering data center, IT infrastructure, network deployment, server installation, systems integration, construction, commissioning, or large-scale technology projects. Experience with fixed-scope, milestone-based, or turnkey project delivery. Familiarity with data center operations, including site readiness, rack and stack, structured cabling, network equipment, server deployment, testing, commissioning, and handover. Experience working with OEMs, facility operators, general contractors, subcontractors, and technology vendors. Experience managing projects involving global or multicultural teams. Mandarin Chinese communication skills are strongly preferred due to coordination with internal teams. PMP, PgMP, PRINCE2, or comparable project-management certification is preferred.
